Iocc Regional Security Advisor, Middle East

Regional Security Advisor  Job Title IOCC Regional Security Advisor, Middle East (Based in Beirut, Lebanon) Purpose -Act as a Focal Point for Safety/Security for IOCC programs in Syria, Lebanon and Jordan. -Provide training to IOCC and  employees of its partners Reports to IOCC Regional Director, Middle East Direct Reports No direct reports but responsible for the work of any Trainers, consultants and others engaged in safety/security issues.      Overview The purpose of this position is to provide expertise and advice in four areas; general safety management, internal capacity building activities related to Security/Safety and field assessments of security/safety procedures.   Under the general guidance of the IOCC Regional Director, Middle East, and in liaison with the IOCC Country Representatives (CR’s) for Lebanon/Jordan and the Regional Relief Operations Team Leader: 1. Act as the Focal Point for matters relating to the general Security/Safety of IOCC and partners staff in Lebanon/Jordan/Syria. 2. Capacity build staff in technical aspects of Security/Safety management and develop and implement IOCC Security/Safety policies and practices across all locations.   3. Respond to all Security/Safety management queries. 4. Conduct Security/Safety field assessments for existing and new locations and develop and implement effective Security/Safety training courses.     Main Duties and Responsibilities: 1. Security/Safety Management -  Development and regularly review  IOCC Security/Safety Management Plans and Standard Operating Procedures (SOP’S) for Lebanon, Jordan and Syria ensuring that they conform to both IOCC Head Office and relevant donor requirements. -  Collate, disseminate and retain records of Security/Safety information for IOCC operations in the Middle East. -Prepare regular Security/Safety Situation Reports for review by the Regional Director. - Regularly liaise with INGOs, UN bodies, and other relevant INGO’s and partners on matters related to security and safety. - Develop up-to-date case studies on Security/Safety incidents for information and use during staff training sessions. - Conduct regular Security/Safety field office assessments and implement improvements as necessary. - Provide ongoing advice and guidance to the Regional Director, CR’s in Lebanon/Jordan and the Regional Relief Operations Team Leader regarding all Security/Safety aspects that should be considered for any existing or new operational planning. - Develop an orientation briefing package for new staff and visitors relating to Security/Safety matters.   2. Internal capacity building -  Ensure implementation of IOCC Security/Safety Policies and Procedures across all field offices -  Conduct internal training for field office staff, to increase their specific knowledge of proper Security/Safety practices. -  Ensure proper Security/Safety communications procedures are in place and  implemented correctly and consistently at all locations and provide training where necessary.   3. Programs -  Provide ongoing advice/mentoring to staff and partners as part of IOCC’s commitment to capacity build skills and understanding in the area of Security/Safety. -  Deliver cost-effective and appropriate Security/Safety training courses.   4. Field Assessments -  Conduct Security/Safety assessments of existing and new field locations. -  Liaise with other INGO/UN counterparts to obtain relevant and up-to-date Security/Safety information. -  In the event TOT is undertaken, ensure staff conducting or supporting the training are fully   conversant with the subject matter.   Qualifications • Strong technical competencies in Security/Safety management and experience within the NGO security management framework; preferably within the ME context • Experience in participatory training in Security/Safety related subjects. • Proven record of excellent people skills, including good communication and interpersonal skills. • Familiarity with humanitarian operations, complemented by relevant experience in complex emergencies. • Strong computer skills, with good knowledge of Microsoft Office applications and Power Point. • Sensitivity to cultural differences and the ability to adapt to different contexts. • Fluency in written and spoken English. • Fluency in written and spoken Arabic. • Willingness and ability to travel within Lebanon, Jordan and Syria Extensive and current connections at the senior level within the military, police, UNDSS etc. Must be a team player but capable of also working effectively independently.
