Emergency Response Officer - Tyre

The Danish Refugee Council (DRC) is a humanitarian, non-governmental and nonprofit organization, founded in 1956, that works in more than 30 countries around the world. DRC has been operating in Lebanon since 2004, working with Palestinian and Iraqi refugees, as well as Lebanese communities affected by the war in 2006. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves. DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011, and the Bekaa valley since February 2012. This assistance has come through the provision of food and non-food items, various outreach activities and rehabilitation of collective shelters. DRC is inviting local candidates to apply for the position of Emergency Response Officer - Tyre, to support its activities under the project "Emergency Response for Displaced Syrians in Lebanon". Line management The Emergency Response Manager reports directly to the Head of Office (HoO) Responsibilities The ERM has the overall responsibility for timely and effective emergency response assistance to the newcomer families and the regular update and follow up on the DRC contingency planning in his/her AoR Specific duties and responsibilities:   Representation »      Represents DRC in the filed working group related to the newcomers and contingency planning, in coordination with the HoO »      Represent DRC before local actors and implementing partners in coordination with the HoO   Coordination: »     Assist in leading the coordination on newcomers at field level with international and local partners in coordination with the HoO; Programming and implementation »      Follow up on the implementation of the activities related to the newcomer program; namely the identification of the newcomer families in his/her AoR, assessments through home visits, provision of food and non-food assistance and follow up through the post distribution monitoring »      Supervise the daily work of the filed emergency response team and ensure that they achieve the target in a timely manner; »      Regularly update newcomers’ work-plans and targets along with the Head of Office and the field emergency response team and monitor progress vs. plan; »      Regularly update the NFIs procurement plan for newcomers and ensure NFIs’ stock availability in the AoR »      Make sure that emergency response is logically prioritised and teams briefed on regular basis at field level; »      Establish and/or enhance local networking and community mobilisation mechanisms to ensure timely information on new arrivals, »      Analyse the specific local context and anticipate forthcoming movements and displacement-related trends; »      Participate in designing relevant project proposals tailored to the newcomer needs based on the local context of his/her AoR   Preparedness plan: »      Update the DRC contingency planning and response plan in his/her AoR on regular basis along with the HoO and the Emergency Response Coordinator, »      Assist field teams in terms of recruitment of stand-by emergency response staff;   Capacity Building »      Mentor continuously the Emergency Response Assistants on skills needed (home visits, communication skills, identification of PWSN etc..), »      Identify gaps, prepare and implement a training plan for the Emergency Response Assistants, »      Assist the HoH and the Emergency Coordinator in training all the staff on the Emergency Preparedness and Response Plan (EPRP)   Reporting: »      Ensure NFIs reports for newcomers (items received, distributed and balance) are timely and accurately submitted on daily basis »      Provide a weekly report related to the findings of the newcomer household assessments conducted in his/her AoR. »      Monitor on a weekly basis the number of assessed families not showing up at the distribution and follow-up on the reasons why they couldn’t come through telephone calls and home visits. »      Provide the Emergency Response Coordinator with weekly reports regarding the Early Warning indicators »      Supervise and monitor financial planning and expenditures allocated to emergency response to new comers,   AOB: »      Perform any other duties as requested by the HoO;
