Senior Information Field Officer

Job Purpose The Senior IFO will work with the Information and Counselling Assistance (ICLA) team in the Bekaa to oversee the provision of quality information and counselling to beneficiaries, with a focus on outreach activities, and, through this work, better understand the protection and legal situation for the communities affected.  The Senior IFO will organise and oversee the provision of ICLA services by the ICLA outreach and Community Centres teams in North Bekaa. Key Responsibilities Background NRC has established a number of Community Centres, mainly for Syrian refugees and host communities, throughout Lebanon, including in the Bekaa (in Aarsal, Saadnayel and Baalbek).  These Community Centres  reach out to Syrian families in and around the areas of the Bekaa Valley. NRC seeks to provide information and counselling services relating to access to services; documentation and other related matters.  NRC also aims to strengthen the understanding of any protection and legal issues faced by those displaced and, in coordination with other actors, identify ways to address these issues. The Senior Information Field Officer (SIFO) is expected to represent Norwegian Refugee Council (NRC) Lebanon in a respectful and professional manner and always act in accordance with the NRC Code of Conduct. Duties and Responsibilities   Provide direct supervision of the Information Field Officers (Outreach and Community Centres in North Bekaa). Oversee implementation of ICLA work in North Bekaa area. Coordinate ICLA outreach activities and  Community Centre teams. Assist with overseeing implementation of the ICLA programme in the Bekaa in accordance with ICLA strategy and workplans. Identify locations for outreach activities, including mobile information/counselling activities and mobile legal clinics. Conduct frequent field visits to outreach locations in the Bekaa and provide on-the-job support to ICLA teams. Document technical issues and questions and report to the ICLA Field Coordinator with suggested ways of addressing them. Assist with standardisation of NRC protection and information response (including upholding structure, methodology and procedures) in the Bekaa. Report weekly & monthly (or more often, if required) on activities and results to the relevant NRC staff. Maintain archiving system up to date (both in hardcopies and electronically). Assist in designing the needed forms, questionnaires and other templates. Oversee use of ICLA template documentation by all ICLA teams in North Bekaa. Assist with preparation of outreach work and materials in the field. Participate in preparation of mapping (including written format) of relevant services being provided by other actors and updated on regular basis, in coordination with ICLA Field Coordinator. Identify and assess main protection and information needs of target communities. As necessary, conduct information and counselling sessions for beneficiaries during outreach sessions. Assist in the sensitisation of the refugee and host communities on the existing activities offered by NRC. Participate in oversight of legal consultants providing legal assistance as part of ICLA activities in North Bekaa area. Hold regular meetings with ICLA North Bekaa teams and, as necessary, ICLA Bekaa staff and other NRC core competencies. Attend and participate in relevant internal and external meetings (on behalf of NRC), in coordination with relevant NRC staff. Assist in providing information to and cooperation with community representatives and relevant authorities. Contribute to preparation of relevant documents (including brochures, information notes, information board updates) for target communities. Understand and be able to explain to others work of NRC Shelter, NRC Education and NRC ICLA activities. Participate in monitoring and following-up on the quality of services provided as ICLA outreach. Carry out administrative tasks. Perform any other task as assigned by ICLA Field Coordinator Supervisees: The  SIFO Supervises the work of the IFOs in the North Bekaa. Qualifications and Competences Academic and Professional Qualifications University education in Law; Legal Services; Political Sciences, International Relations or Social Sciences preferred. Relevant Experience Minimum of 2-3 years of relevant work experience in a busy organization. Knowledge, Skills & Personal Attributes Good communication and interpersonal skills Strong organizational and team working skills Experience in managing a team. Good cultural awareness and sensitivity Highly approachable, trustworthy and confidential Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus Experience in providing information and counseling services. Experience in community sensitization/mobilization Team spirit. Flexibility. Strong communication (fluency in Arabic and English) and organisational skills.  Strong Computer Skills (Word, Excel, Power point).
