Local Banking/microfinance Expert For Organizational Assessment

Context 1.1 Background: Expand Your Horizons (EYH), a three year USAID-funded project, aims to build the technical and professional capacity of Lebanese organizations and their employees to play a more effective role in their community. Two institutions have been selected in coordination with USAID to participate in a full and independent Performance Assessment, one that aims to identify root causes of performance gaps, and a team of independent performance improvement consultants will be hired and lead by a Performance Expert to complete the Assessment. To this extent, EYH is looking for a local consultant with expertise in the field of Banking, and specifically with experience in Microfinance to join the team. Additionally, credibility and a strong background in training and/or performance improvement is preferred. The consultant should have a clear understanding of Lebanese laws, standards, products and services within the field of Banking and Microfinance, as well as a proven track record working to build the capacity of Finance and/or Microfinance Institutions. Specific skills and competencies we seek include: - At least five year proven knowledge and experience in facilitation and training delivery on Banking, and specific experience with Microfinance. - Familiarity with laws, standards, best practices, issues and peculiarities related to the Banking and Microfinance sector in Lebanon. 1.2 Language of Service: The Local Expert should be fluent in English, regardless of other languages spoken.  Arabic and/or French language skills are preferred but not required. 1.3 Target Institution: Al Majmoua.  Al Majmoua was established in 1994 under Save the Children-USA as a program with a mandate to provide sustainable financial services to low-income women micro-entrepreneurs in urban and rural areas of Lebanon. In 1998 the program spun off from Save the Children to become an independent local NGO.  Al Majmoua is active across Lebnon through a network of 19 offices.  The branches allow Al Majmoua to be present in the communities it serves and remain tuned in to the needs of micro-entrepreneurs. 2. Application Components 2.1 Professional Experience: In sequence, and in up to two pages maximum: - Describe your expertise working in the field of activity of Al Majmoua (Banking and Microfinance) for which you are bidding, and the context within which it evolves as well – i.e., this should include experience in Lebanon specifically; - Describe your experience working in teams, complementing other experts. 2.2 Relevant/Past experience: Please attach your CV outlining relevant assignments from the past three years, as well as three reference names and contact information. 2.3 Timeframe and availability: It is envisioned that Al Majmoua will be assessed in the period of November 25 – December 6, 2013. Please note that the team leader (the Performance Expert) will decide on the level of effort to be contracted by EYH with the Local Expert, therefore at this point we are not able to tell you the exact days when your services would be needed, though we can provide a range of days which is likely between three and seven. However, please indicate your availability during this period, so that we can inform the Performance Expert and s/he can plan accordingly. 2.4 Consultancy fee: Please indicate your fee/day in $USD. It should be exclusive of all other costs (i.e. materials and ground transportation in Lebanon), since those costs will be covered by EYH separately and directly. We expect independent consultants to charge a flat fee per day.
