Monitoring And Evaluation Database Provider

World Vision Lebanon (WVL) seeks to establish a Monitoring and Evaluation database for its country programs in Lebanon. The database shall have the capability to track both strategic country-level indicators and specific project-level indicators. The database will allow users to link project-level and country-level indicators. In addition, the database shall have the capacity to track budget information for specific projects. The database shall be user-friendly and limit disruption to current work processes. The database must allow for multiple-users to work on- and/or off-line while maintaining the security and integrity of the input data. Finally, the database shall have the capacity to generate multiple types of user-defined reports including any combination of data within. GIS capabilities are preferred but not required at this time, but will eventually need to be built into the system.   The Monitoring and Evaluation database needs to: align with WV Lebanon's already existing IT infrastructure compile project level indicator data from all WV Lebanon relief projects link project level indicators to WV Lebanon's strategy level indicators track indicator measurement data across the timeline of the project (database to have time stamps for the different measurement periods) provide summaries of indicator measurements to inform decision making provide basic level budget spending and beneficiary targeting per project provide general information about each project including geographical scope, beneficiaries, budget, indicators.. (each project to have a page) Accomodate for adding other projects and expanding the database in the future Accomodate for inclusion of GIS mapping component in the future Accomodate for integration with mobile field data collection tools and applications in the future WV Lebanon would also request of the database provider to provide technical support during the piloting phase of he database and to revise database for errors and bugs based on the piloting. Providers are also requested to train on the database WV Lebanon staff that will be selected by WV Lebanon's management. The database is expected to be functional (after piloting and revision) by start of January 2014.

In order to be considered, interested vendors (Established Firms Only) should submit a detailed technical proposal listing the interested vendors past experience with monitoring and evaluation database design/implementation, the proposed methodology for completing this assignment, and detailed tasks list / work plan with timeline and a detailed cost proposal to World Vision Lebanon.
