Human Resources Officer

ESSENTIAL JOB FUNCTIONS:   Policies, Procedures & HR Administration Coordinate HR activities within Mercy Corps field office. Ensure the HR systems for national staff are implemented as described in the HR section of the Field Administration Manual. Develop country or field office specific HR policies (eg, National Staff Policy Handbook, Salary Increase Policy) and communicate new policies to all staff as described in the Field Administration Manual. Ensure all HR policies comply with local labor and other laws pertinent to Lebanon. Design and implement a fair and competitive compensation system (Salary Scale) for Lebanon. Assist managers to properly implement the probationary and annual performance review system. Oversee the HR database, including tracking of leave(s) and performance review dates for staff.   Policy Implementation Establish and maintain equity, transparency and consistency in the interpretation, determination, implementation, and administration of HR policy, procedures and guidelines on all HR related matters applicable to the team. Ensure timely, equitable, transparent and systematic administration of all HR benefits, entitlements, contracts renewal and termination, performance management, promotions and other HR activities. Identify opportunities for the country office to support Mercy Corps global HR priorities, campaigns and partnerships, and lead, advise or recommend new initiatives to adopt in the office. Provide ongoing guidance, interpretation and technical support to management of the country offices in all areas of HR management and as it relates to budget planning, staffing, organizational design, change management and other HR strategic planning and development. Promote management excellence and integrity by ensuring quality, compliance and accountability in all areas of HR and by demonstrating a high level of skill in the management of staff resources including staff selection based on merit and the needs of the organization, staff aspiration and counseling, systematic and equitable performance management, and staff development and learning activities. Monitor staff/management issues and support/advise management and staff as appropriate to improve the relations and resolve the issues.   Recruitment, Selection and Placement Support, implement and administer the effective, timely and transparent recruitment processes in the hiring, developing and retaining of national professional officers, general service, and temporary employees by implementing proper and expedient recruitment procedures. Organize orientation and on-boarding for all incoming staff. Work with Program Managers to establish recruitment action plans and sound budgets to coordinate targeted recruitment efforts with identified need at Mercy Corps in the short-term, intermediate-term, and long-term, in the context of a fluid funding situation and constantly changing structure.   Organizational Development, Capacity Building and Career Development Support managers and staff in achieving their aims and objectives through the provision of an infrastructure for performance and development as well as specific interventions. Plan and conduct HR workshops for staff’s competency building, career development and learning. Provide coaching and counseling to the staff on performance enhancement/development.   Administration Ensure all Admin systems are implemented as described in the Field Administration Manual, including database & paper file management for administration. Contribute to the development or review of country or field office specific policies (phone policy, IT policy, travel & per diem policy, etc) and communicate new policies to all staff. Responsible for expatriate visa and residency permits (tracking and application).   Other duties as assigned.
