Base Coordinator (Mount Lebanon)

Save the Children has been operating in Lebanon since 1999 and is recognized for its commitment to accountability, innovation and collaboration.  Save the Children currently implements programs in Child Protection, Education, CRC, Health and Nutrition, Food Security & Livelihood, Shelter, and Emergency Response throughout Lebanon.   Save the Children is seeking qualified candidates to fulfill the following positions, for its Lebanon Country Office, in the following locations Beirut, Tripoli, Akkar and Bekaa:     ROLE PURPOSE: (this role is dependent on funding) Since the outbreak of violence in Syria in the spring of 2011, the number of Syrians crossing to Lebanon continues to increase. Save the Children is likely to open a new operational area covering two districts in Mount Lebanon, Keserwan and Jbeil. To this end, Save the Children will open a new office in Jbeil. The opening of this new office will represent one of the first tasks of the post holder who will have to put in place Save the Children systems, build a new team together with liaising with local authorities. The first program that should be started in Jbeil is a food security programme for Syrian refugees.   KEY AREAS OF ACCOUNTABILITY:   Finance Management Ensure quality of accounting and charging against correct and budgeted lines within SCI and Donor rules and budgets; Oversee and support preparation of narrative and financial donor reports. Prepare programme forecast of expenditure over the life of the project and make cash requests to the Beirut office in agreement with planned expenditure. Assist programmes in preparation of comprehensive, participatory and holistic budgets internally consistent and that fit in to program design documents. Ensure timeliness within the budget cycle; Ensure office internal controls are robust and that all transactions are clearly documented in line with best practices in finance, especially on cash process, float justifications, procurement, supporting documentation, etc;   HR Support in local recruitment of staff required for the programme Be responsible for human resources management of reporting staff including setting of objectives, agreeing on performance development plan, motivation, etc; As in charge of finance, work closely with other functions to ensure achievement of corporate goals; Undertake monthly reporting to the national office as instructed; Provide the management and all budget holders with monthly monitoring reports in user friendly formats and advise on any areas of significant current or future risk; Supervise payroll activities and all related accounting entries; Any other work allocated by the line manager. . Base Coordinator Represent Save the Children’s to Local Authorities, other NGOs and UN Agencies, and Civil Society forums; Coordinate program activities with relevant stakeholders in Jbeil and Keserwan impact areas; Ensure that existing finance, logistics and HR guidelines and related administrative procedures are adhered to; Directly manage a budget for operational costs in the field office and supervise budget management of program activities; Ensure optimal security management procedures and practices are in place and continually monitor the security situation, adapting staff safety procedures accordingly by supporting the Logistics Officer, in charge of the implementation of security procedures; Comply with all relevant Save the Children policies and procedures with respect to child rights and protection, health and safety, equal opportunities and other relevant policies. QUALIFICATIONS AND EXPERIENCE Required Fluency in English essential; A relevant degree from a recognised university Extensive experience in management in international relief / development organisations, preferably with hands-on NGO work; Good knowledge of programme budgeting and implementation and monitoring procedures; Proficiency in MS Windows and MS Excel; Ability to work under pressure and prioritise workload effectively; High level of integrity and sense of confidentiality; Commitment to SCI’s goals and aims.   Desirable Knowledge of and experience in reporting requirements for major donors e.g. DFID, EU, UN agencies and ECHO; Substantial experience capacity building both finance and non-financial staff in correct use of financial systems and procedures; Proven successful experience of training and coaching finance staff.
