Regional Security Advisor, Middle East

Background The purpose of this position is to provide expertise and advice in four areas; general safety management, internal capacity building activities and field assessments.   Under the general guidance of the IOCC Regional Director, Middle East, and in liaison with the IOCC Country Representatives (CR’s) for Lebanon/Jordan, the Regional Relief Operations Team Leader in Beirut : 1. Act as the Focal Point for matters relating to the general Safety/Security of all IOCC and partner staff and programs in Lebanon/Jordan/Syria. (40%) 2. Capacity build the IOCC and partner staff in technical aspects of Safety/Security management and develop and implement IOCC Safety/Security policies and best practices across the region. (30%) 3. Respond to all Safety/Security management queries. (20%) 4. Conduct Safety/Security field assessments for existing and new locations and develop and implement effective Safety/Security training courses for IOCC and partner staff across the region. (10%)   Main Duties and Responsibilities: 1. Safety/Security Management : Focal Point -  Development and evaluation/revision of IOCC Safety/Security Management Plans and Standard Operating Procedures (SOP’S) for Lebanon, Jordan and Syria ensuring that they conform to both IOCC Head Office and relevant donor requirements. Ensure best security practices are in place across the region. -  Collate, disseminate and retain records of appropriate Safety/Security information for IOCC operations in the Middle East. -Draft regular Safety/Security SITREPS for review by the Regional Director. - Regularly liaise with INGOs, UN bodies, and other relevant INGO’s and partners on matters related to security and safety. - Develop up-to-date case studies for information to use during training sessions. - Conduct regular Safety/Security field office assessments and implement improvements where necessary. - Provide ongoing advice and guidance to the Regional Director regarding all Safety/Security aspects that should be considered for any existing or new operational/program planning. - Brief new staff and visitors on security and safety matters.   2. Internal capacity building/procedures -  Ensure implementation of IOCC Safety/ Security Policies and Procedures across the region -  Conduct internal training for all IOCC and partner staff to enhance their knowledge in safety/security procedures and best practices -  Ensure communications procedures are implemented and consistently practiced by IOCC and its partners for all locations across the region and provide training where necessary.   3. Program Areas: -  Provide ongoing advice/mentoring to staff and partners as part of IOCC’s commitment to capacity build in the area of Safety/Security. -  Deliver cost-effective and concise training courses. -  Develop course materials, including up-to-date Safety/Security information, and pragmatic solutions to security issues.   4. Field Assessments -  Conduct Safety/Security assessments of existing and new field locations including partner offices across the region. -  Liaise regularly with other INGO/UN counterparts to obtain relevant and up-to-date information on the security situation affecting areas of IOCC and partner operations across the region. -  In the event TOT Safety/Security training is undertaken, ensure staff conducting or supporting the training are fully briefed and conversant with the subject matter.   Qualifications Essential Strong technical competencies in Safety/Security management and experience within the NGO security management framework. Extensive and current connections at the senior level within the military, police, UNDSS etc. in order to obtain security and safety information that will be of benefit to IOCC operations across the region. • Experience in participatory training in Safety/Security related subjects. • Proven record of excellent people skills, including good communication and interpersonal skills.  Familiarity with humanitarian operations, backed up by relevant experience in complex emergencies. Experience in training/disseminating Safety/Security information to staff • Excellent computer skills, with good knowledge of Microsoft Office applications • Sensitivity to cultural differences and the ability to adapt to different contexts. • Fluency in written and spoken English. • Fluency in written and spoken Arabic. • Willingness and ability (i.e. visa) to travel within Lebanon, Jordan and Syria (i.e. securing of visas). Must be a team player but capable of also working effectively independently.   Desirable •   Working experience within the humanitarian context in Lebanon, Jordan and Syria.
