Save the Children is seeking qualified candidates to fulfill the following positions, for its Lebanon Country Office, in the following locations Beirut, Tripoli, Akkar and Bekaa:
ROLE PURPOSE: The Senior Child Protection officer will be based in Zahle and support the implementation of a child protection in emergencies programme in the Bekaa, with a focus on management, coordination and supervision of a network of community-based centers offering a variety of child protection services. The Child Protection in Emergencies programme includes the establishment and expansion of psychosocial programming, capacity building and support for caregivers and creation/strengthening of community-based child protection mechanisms. The Child protection Coordinator should ensure that all aspects of work are undertaken in accordance with Save the Children’s Policies. This post is anticipated for 6 months.
KEY AREAS OF ACCOUNTABILITY:
Programme management
Support the CP programme manager in ensuring the timely delivery of a quality Child Protection in Emergencies Programme in the Bekaa, with a focus on all activities implemented in community centers supported by Save the Children (ensuring effective reporting mechanisms are developed and are operational, regular monitoring occurs against log frames, implementation plan and individual work plans are developed and performance management is undertaken).
Ensure appropriate monitoring and evaluation systems are in place, support staff in all monitoring processes and provide monthly and weekly reports on progress of activities in the centers.
Lead, coordinate and supervise all CP activities implemented in community centres including identification of new sites, negotiations with local authorities, recruitment of staff to run activities in the centres; supervising and providing technical support to all centres’ coordinators.
Closely coordinate with the senior PSS officer and senior community mobilization officer to ensure effective delivery of age-appropriate PSS and other related services in all centers
Coordinate with other sectors (Logistics, Shelter, Education, FSL and Health) to ensure that other services are integrated in the centers
Partnership management
Maintain working partnerships and good communication with representatives of UNICEF, UNHCR INGOs and the Ministry of Social Affairs in the Bekaa in relation to all activities implemented in community centers
Build and maintain partnership with local NGOs/CBOs and local governance structures (including municipalities) to work on the child protection in emergencies programme
In collaboration with the CP Programme Manager organise monthly meetings with implementing partners to discuss progress and challenges in areas of responsibility
Human Resources and Capacity Building
Support CP Programme manager in Identifyingy staffing needs
In collaboration with the CP Manager & Deputy Field Manager ensure that appropriate Child Protection Staff are recruited for the CPiE programme
In collaboration with the CP Adviser, identify capacity building requirements of child protection staff and deliver technical trainings
Supervise and coach all direct reports and conduct regular performance reviews for all direct reports
Develop personal monitoring plans (including concrete objectives) for each direct report
Support supervision, coaching and performance management of all CP staff
Ensure all Officers use weekly work plans and reports
Conduct trainings for relevant local NGOs and local authorities on child protection and child rights
Ensure that all child protection staff are complying with the code of conduct and the child safeguarding policy
Coordination and advocacy
As requested by the CP programme manager, represent Save the Children at relevant regional cluster/coordination meetings (Protection, child protection, mental health) and other meetings and forums and take a leading role to strengthen a child protection system.
Ensure that programme interventions continue to be informed by and integrated with other core sectors of Save the Children, such as education, health & nutrition, food security & livelihoods, with a focus on those implemented in community centers
Ensure activities within the area of primary responsibility are developed in partnership with relevant local authorities and other key stakeholders, including local partners (where present) and aim to establish/strengthen processes and mechanisms at local, district, and national levels. Promote the participation of children in all aspects of the response where possible and appropriate.
Continuously identify and document child protection issues in Bekaa, and ensure that relevant stakeholder and duty bearers are informed
Contribute to the development of case studies for the purpose of reporting, advocacy and media efforts.
QUALIFICATIONS AND EXPERIENCE
MA Degree in teaching, social work or social sciences
Experience in project management and team management
Experience in working with at-risk children and families, ideally experience in case management
Experience in community mobilisation and conducting outreach activities
Understanding of social welfare systems and child protection mechanisms
Ability to write weekly and monthly reports
Fluency in written and spoken Arabic and English
Ability to manage stress, be flexible and accommodating in difficult working circumstances
Ability to maintain consistent high standards of professional behaviour and achievement when working independently and as part of a team.
Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
