  TERMS OF REFERENCE Sexual & Gender Based Violence training   Background Although both women and men in Lebanon and Syria have been adversely affected by the Syrian crisis, the situation of women and girls continues to be dire.  It can be expected that there is widespread abuse of the rights of women and girls with potential high prevalence rates of Sexual & gender-based violence (SGBV). The high number of displaced women and girls in Syria and in Lebanon means that women’s and girls’ vulnerability is exacerbated due to loss of community safety-nets.   The issue of Sexual & gender-based violence has gained increasing prominence in the work of human rights, humanitarian and development organizations internationally. SGBV is now recognized as a violation of basic human rights with detrimental impacts on the health and social status of survivors of SGBV, as well as on society as a whole. SGBV requires prevention as well as a quick and adapted response.   Objective & Content: The Swiss Agency for Cooperation and Development (SDC) would like to implement a training to 15 participants (approximately) in order to: -       Ensure that participants have gained a solid understanding related to the concepts of sexual and gender-based violence (general definitions, concepts and normative and legal frameworks...) -       Explain forms, causes and consequences of SGBV & GBV in conflict contexts -       Ensure that participants have the capacity to recognize signs of SGBV -       Ensure that participants can implement prevention methods in their respective organizations -       provide concrete measures to identify, document and manage SGBV cases in a conflict context where available social services are limited  -       clarify roles and obligations of each participant toward his/her organization in the case management approach -       Ensure participants have the capacities to handle emergency SGBV cases -       concrete strategies / alternatives to prevent and respond to these vulnerabilities/ occurances   The course will provide basic knowledge and skills on SGBV & GBV to field workers aiming at making them key actors in the SGBV response in their area of intervention. The training should ensure that participants have the capacity to increase participant’s knowledge and understanding of the concept of Gender-Based Violence, and more specifically Violence against women.   The training should be designed with participatory learning techniques, and be based on participants’ experience.   It should include a pre-test done before the beginning of the workshop, and a post-test after the end of the training.   Human resources One SGBV specialist (mandatory background: psychologist)   Timeframe The consultancy will be conducted end of September/ beginning of October 2013 and involve a maximum of 7 days of consultancy service (dates to be agreed).
