Description   M&E Specialist, BALADI Capacity Building, Lebanon     Proposal Summary:   The Building Alliances for Local Advancement, Development and Investment Project (BALADI) aims to improve public service delivery at the local and regional level, promote community participation in local governance decision-making, increase access to reliable and affordable public services, and support participatory and accountable local governance. The goal of BALADI is to achieve sustained and broad-based economic growth by engaging with municipal government institutions, Lebanese-registered grassroots organizations, and businesses. The BALADI CAP Project is a 4 year, USAID-funded project that will complement and bolster the activities of the BALADI Project by providing organizational capacity assessments and capacity-building assistance to local civil society organizations selected to support partner municipalities in the implementation of joint municipal/CSO projects.      Position Summary:  MSI seeks an experienced M&E Specialist who will conduct monitoring and evaluation of all project activities, including measuring the increase of financial and management capacity of selected civil society organizations as the result of financial and organizational development capacity-building project activities.  In addition, the M&E Specialist will provide technical expertise and capacity-building assistance to the selected civil society organizations in the development of their own internal monitoring and evaluation expertise through training, mentorship and one-on-one coaching. This is a full- time position that will last for four years.    **Please note: This is a local position. Only candidates with Lebanese citizenship will be considered.**   Responsibilities:  •Aid in conducting capacity assessments of partner civil society organizations to determine baseline measurements, then measure the increase and impact of capacity-building activities provided under the project.   •Provide technical expertise and capacity-building assistance to partner civil society organizations in addressing identified gaps in their internal M&E capacity through training workshops, mentorship and one-on-one coaching of relevant CSO staff. •Develop overall project monitoring and evaluation system to ensure quality program execution and reporting. •Monitor progress of all program activities, identifying challenges and advising on resource allocation and modifications, as needed.  •Work closely with the Chief of Party and Financial Manager/Team Leader.   Qualifications:  •Bachelor’s degree in a relevant field, although Master’s Degree is preferred. •Demonstrated experience in assessing organizational gaps and identifying needs in internal monitoring and evaluation systems, then rigorously tracking and evaluating the impact of capacity building activities on organizational strengthening. •Strong experience in developing and implementing project monitoring and evaluation systems with related reporting on impact and results. •Prior experience providing training and capacity building in M&E, preferably to NGOs. •Prior experience working on USAID-funded technical assistance programs in an M&E capacity strongly preferred. •Fluency in written and spoken Arabic and English required.   Only candidates who have been selected for an interview will be contacted.
