Save the Children has been operating in Lebanon since 1999 and is recognized for its commitment to accountability, innovation and collaboration.  Save the Children currently implements programs in Child Protection, Education, CRC, Health and Nutrition, Food Security & Livelihood, Shelter, and Emergency Response throughout Lebanon.   Save the Children is seeking qualified candidates to fulfill the following positions, for its Lebanon Country Office, in the following locations Beirut, Tripoli, Akkar and Bekaa:   ROLE PURPOSE: The Health and Nutrition Advisor will lead and support the development of Emergency Health and Nutrition (H&N) Response in the field.  This may include responsibilities for conducting rapid health and nutrition assessments, contributing to the health sector component of the emergency response strategy and initiate/lead the first response. It will include writing strategies / proposals / concept notes and representation at sectoral meetings both in Beirut and regional level.  As the emergency health and nutrition intervention is integrated within a multi-sectoral response along with Food Security, Shelter, Education and Child Protection, the H&N Advisor will ensure coordination with the respective sector leads for maximum possible integration of the project activities.   KEY AREAS OF ACCOUNTABILITY: Oversight of the implementation of  the emergency health and nutrition (H&N) response: plan for and lead H&N team on further assessments in the field and to ensure the quality of the H&N response in accordance with international standards and country strategy; Human Resources: work with and support human resources in the process of recruiting H&N staff To guide H&N team in the field and regularly update the Programme Director, Deputy Team Leader Operations and Field Managers on the health and nutrition situation and as well as the progress with Save the Children’s response; Proposals: in collaboration with the field managers and field health and nutrition staff, lead the technical development of health and nutrition related concept papers and proposals; liaise with UN and other donor agencies to mobilize resource for response (if requested) Reporting: produce reports on the health situation, the Save the Children response, and ensure the on time submission of high quality donor reports and contribute with case studies and stories, if possible Monitoring and evaluation: in collaboration with Monitoring and Evaluation Officer, develop clear monitoring and evaluation plans, including feedback mechanisms to track progress ensuring high quality on-going M&E and accountability to beneficiaries in all H&N activities; Capacity building / technical support: provide capacity building and technical support to H&N staff, partners and government authorities as required. Coordination: represent Save the Children at H&N coordination and technical working group meetings, Ministry of Health meetings, and other relevant forums. To meet regularly and liaise closely with relevant authorities and organisations working in the field of H&N. Integration: strengthen and maintain the links between H&N and other sectors, specifically Child Protection and to actively contribute to an integrated approach to emergency responses. Liaise with finance, logistics, and administration to guarantee the smooth running of programmes.  Assist Field Managers with the review of BvAs for H&N activities. In case of acute health emergency, lead SC H&N outbreak response team involved in e.g. vaccination programmes, case management and control of spread.  Policy / Advocacy: Contribute to national / global policy and advocacy issues, and to report if there are any health issues in country requiring advocacy Save the Children: Comply with Save the Children health, safety and security procedures; child safeguarding policy; code of conduct and  other relevant policies QUALIFICATIONS AND EXPERIENCE   Health professional ideally with postgraduate qualification in public health Minimum 2 years field experience in humanitarian work in health Proven experience of writing donor proposals, strategies and reports with various donors Proven experience in emergency health and nutrition assessments, health responses and maternal and child health programmes Experience in training and community mobilization Experience of working collaboratively with partners (local and national government and communities) with a participatory approach.  Excellent interpersonal, communication and presentation skills Fluency in written and spoken English and Arabic.
