Monitoring Officer - Beirut

The Danish Refugee Council (DRC) is a humanitarian, non-governmental and nonprofit organization, founded in 1956, that works in more than 30 countries around the world. DRC has been operating in Lebanon since 2004, working with Palestinian and Iraqi refugees, as well as Lebanese communities affected by the war in 2006. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves. DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects. DRC is inviting local candidates to apply for the position of Monitoring Officer - Beirut to support its activities under the project “Emergency Response for Displaced Syrians in Northern Lebanon” in partnership with the United Nations High Commissioner for Refugees (UNHCR) and  The United Nations Children’s Fund (UNICEF).   Terms of Reference Position Title: HAP Monitoring Officer (MO) – two positions Reporting to: Emergency Operations Coordinator (EOC)   until an M&E Coordinator is recruited Duty Station: Beirut - with frequent travel (approx. 50%) Area of Operation: South and North Lebanon, Bekaa Employment Period: Until the 31st of December 2013,   renewable (Depending on performance and availability of funds)   Responsibilities Support the M&E Coordinator/EOC by collecting, entering and analysing data in efforts to implement DRC’s M&E strategy for the Emergency Programme in Lebanon, in particular the implementation of the feed-back mechanism as part of the obligations under the Humanitarian Accountability Partnership. Ensure data collected as part of DRC’s M&E activities are received and the corresponding data is entered correctly and promptly into the database. The MO will have the following tasks – all in accordance with DRC rules, procedures and standards: Data Collection, Entry and Storage Ensure questionnaire forms received regularly from the field offices are entered promptly into the database Ensure hard copies of the questionnaire forms are archived to allow for data verification at a later point Ensure information submitted by beneficiaries by phone or email are entered promptly into the database Work with counterparts at field offices to ensure the questionnaires are delivered to the Beirut office with high degrees of regularity Travel to field offices to ensure the data collection process is coherent and follows the same methodology Build capacity of respective field staff Provide the supervisor with up-dates on progress of data entry Ensure coherence, investigate missing data and report issues of concern to supervisor   Data Analysis Review, process and analyse entered data and identify significant issues of concern Provide overviews over trends in number of complaints submitted Community Engagement and Outreach Ensure high levels of inclusion of beneficiaries’ views in the way data is collected and processed Organise focus group discussions with beneficiaries to outline feed-back mechanisms and incorporate responses into revisions of the mechanisms Investigate allegations of irregularities, fraud, corruption or other forms of misconduct by directly liaising with the affected beneficiaries in close collaboration with the supervisor Other duties Adhere to organisational standards and policies and DRC’s Code of Conduct Any other tasks as assigned by the supervisor Skills and experience Bachelor’s level qualification in relevant field (e.g. Anthropology, Law, Psychology); M.A. preferred At least 3-5 years’ relevant experience Solid knowledge of qualitative and quantitative research methods High levels of familiarity with SPSS or similar software Knowledge of participatory approaches to community engagement an asset Excellent interpersonal and negotiation skills Ability to organize and prioritize workload, using initiative when appropriate Ability to cope with stress, work under pressure often to strict deadlines Proficient spoken and written Arabic and English Knowledge of the Humanitarian Accountability Partnership an asset Previous experience with an NGO desirable but not a must Willingness to work long hours and travel to all project sites regularly
