Terms of Reference   Gender Based Violence Baseline Assessment       DESCRIPTION OF PROJECT   The project is a WV regional project that aims to reduce GBV and contribute to a safer environment for men, women, boys and girls in Lebanon. The project is a three year project starting FY 13 will be implemented in Dreib in Akkar as well at the national level after the completion of a baseline assessment and gender self assessment. The project addresses the social norms and cultural aspects that shape the gender roles and contribute to GBV. Throughout the project, the communities of Dreib will participate in activities that intend to challenge and change social norms in order to empower women and men to collaboratively address GBV in their areas and to organize community activities to raise awareness and bring about social change about the issue.  Furthermore, advocacy efforts will be undertaken along with various CSOs to contribute to the establishment of adequate legislative framework to protect from GBV.   THE PURPOSE OF THE BASELINE STUDY   The purpose of carrying out a baseline study is to provide baseline data for the suggested project goal and outcomes indicators. The baseline study will identify a starting point from which change can be measured over time i.e. it will reflect the situation of the target population in relation to the objectives of the project prior to World Vision Lebanon’s (WVL) intervention. It will also adjust the targets to be achieved if necessary, based on the findings.   BASELINE METHOD   Establishing the baseline figures for the goal & outcome indicators will rely on primary data collection through surveys with relevant stakeholders/ target beneficiaries in Akkar and FGDs with community members and representatives of civil society organizations; in addition to reviewing secondary data.       The consultant is expected to perform the following tasks:   –        Adapt the assessment methodology, tools and implementation plan –        Implement agreed assessment plan following the set methodology (secondary data review, revision of primary data collection tools based on review findings,) –        Data analysis of the quantitative survey ( a Total of around 200 quantitative surveys will be administered and entered by local data collectors) –        Provide weekly feedback to WVL team –        Facilitate FGD with the community members as set by the implementation plan with the support from the ADP team (minimum of 3 FGDs - maximum of 5) –        Analyse the results of the FGD –        Draft the assessment report and submit to WVL for feedback. WVL might invite feedback from different stakeholders as appropriate, –        Prepare the final assessment report in view of the feedback on the draft report.   CONSULTANT QUALIFICATIONS REQUIRED:   The Consultant should have the following competencies and experiences:   –        Advanced degree in relevant field (e.g. Social Sciences, Public Health, etc) –        Good understanding of gender concepts, –        Familiar with civil society and NGO engagement and work on gender issues –        Good analytical and critical thinking –        Proven knowledge and experience in applying participatory research methods and tools.   EXPECTED OUTPUTS   1.    Baseline Assessment report in English (As per the WV Assessment Report Guidelines) 2.    A power point presentation in English including methodology, main findings and recommendations 3. Summary findings for sharing with staff and community at validation meetings   TIMELINE   Approximate start date: September 2, 2013 Expected end date: September 30, 2013   Task Timeline Implement agreed assessment plan following the set methodology (secondary data review, revision of primary data collection tools based on review findings,) 2 days Data analysis of the quantitative survey 2 days Adapt the assessment methodology and tools as needed (mostly for the FGDs) 1 day Provide weekly feedback to WVL team End of every week Facilitate FGD with the community members as set by the implementation plan with the support from the ADP team 2 days Analyze the results of the FGD 2 days Draft the assessment report and submit to WVL for feedback.
