MISSION CONTEXT
Following the year long crisis in the Syrian Arab Republic, that has caused the displacement of civilians in Turkey, Lebanon and Jordan, Handicap International is implementing projects in Lebanon and Jordan, aiming at mitigating the impact of the crisis on the Syrian refugees and the host communities.
General objective of the position:
The administration officer for Syria Projects will act as a focal point for external project partners, mainly by liaising with them to ensure maximum administrative compliance through constant technical support and training. He/she will also participate to the administrative functioning of the Syria mission.
Tasks and responsibilities:
Partnership Management
Act as general focal point for Syria partners on administrative issues
Provide support to partners on all necessary points (templates; procedures,…)
Provide overall feedback of partner’s work based on evaluation
In collaboration with SAC, createand implement a training and capacity building plan
National Human Resources Management
Prepare and process the payments of HI staff salaries
Ensure to the application of Human Resources policy, instruments and procedures
Participate to recruitment process
Participate to administration management of Human Resources
International Human Resources Management
Update expatriate database, send it to SAC on a monthly basis
Liaise with Lebanon mission for visa process and embassy registration
Treasury and accounting management
Prepare monthly treasury request
Liaise with Lebanon admin team for issuing of necessary payments on time
Record on accounting software justified expenses and necessary accounting operations
Verify correct allocation of expenses and proper use of accountancy procedures and standards
Check that vouchers are properly filled (GAP code, designation, budget lines…)
Prepare the monthly sending to the coordination for archiving (original invoices)
General Administration
Prepare and process the payment of all taxes on salary
Ensure that all HI employee are registered for insurance and taxes
Ensure the follow-up of services and premises contracts
THE CANDIDATE’S REQUIREMENTS
Qualifications / Experience
Masters Degree in Accounting and/or Finance
1-2 years experience working with NGOs, other international agencies or multinational business
Past capacity building experience and training skills
Strong information technology skills
Languages
Fluent in written and spoken English and Arabic, French is an asset
Personal qualities
Excellent interpersonal skills and team working with different groups and nationalities
Good Communication Skill, proven Negociation skills
Rigor, Capacity to work autonomously
Capacity to work in an multidisciplinary and multicultural team,
