Terms of Reference   Child Protection Project Baseline     DESCRIPTION OF PROJECT   This project seeks to address the root causes of abuse, neglect and exploitation in a holistic and comprehensive way by influencing policy reform and building the capacity of the government and civil society to adopt a systems approach to child protection based on assessment results of national level research and community based assessments.  It also seeks to strengthen community-based child protection systems at the local level incorporating a strong component of child participation, ensuring children have a voice to articulate their own concerns about being cared for, protected and participating. This project will be pivotal in introducing the new system approach to child protection in Lebanon.   THE PURPOSE OF THE BASELINE STUDY   The purpose of carrying out a baseline study is to provide baseline data for the suggested project goal and outcomes indicators. The baseline study will identify a starting point from which change can be measured over time i.e. it will reflect the situation of the target population in relation to the objectives of the project prior to World Vision Lebanon’s (WVL) intervention. It will also adjust the targets to be achieved if necessary, based on the findings.   BASELINE METHOD   Establishing the baseline figures for the goal & outcome indicators will rely on primary data collection through surveys with relevant stakeholders/ target beneficiaries and key informant interviews with government representatives; in addition to reviewing government action plan documents and secondary data. The consultant is expected to perform the following tasks:   –        Review the project design document, logical framework, monitoring and evaluation plan and the needed documents as mapped out in the Monitoring and Evaluation plan –        Develop quantitative and qualitative data collection tools that measure the set indicators including the preparation of questionnaires and Key informant interviews guides     –        Share with and get feedback & approval of WVL team on the baseline tools. –        Set the sampling procedure in collaboration with the area managers where the project will be implemented, project coordinators and advocacy managers, with the support of the Design, Monitoring & Evaluation team at WVL –        Pilot test the developed tools and incorporate changes prior to the actual data collection –        Recruit data collectors to conduct the surveys, in collaboration with area managers where the project will be implemented and project coordinators with the support of the Design, Monitoring & Evaluation team at WVL –        Train data collectors –        Follow up Oversee and support data collectors during survey data collection in the field –        Ensure that collected data is valid and of acceptable quality –        Conduct key informant interviews  with the presence of a note taker during the interviews. This person will be guided by the consultant on the best way to take note –        Perform quantitative and qualitative data analysis –        Share and validate results of the baseline with WVL staff. –        Assist WVL staff to share and validate the results of the baseline with members of the community including children where the baseline process was conducted –        Draft the baseline report and submit to WVL for feedback. WVL might invite feedback from different stakeholders as seen appropriate –        Prepare the final baseline report in view of the feedback on the draft report. (1 day) –        Report weekly progress to WVL team (once per week until end of consultancy)     CONSULTANT QUALIFICATIONS REQUIRED:   The Consultant should have the following competencies and experiences:   –        Advanced degree in relevant field (e.g. Social Sciences, Public Health, etc) –        Good understanding of  child protection, especially systems strengthening approachesFamiliar with civil society and NGO engagement and work in Lebanon –        Good analytical, critical thinking, facilitation and writing skills –        Proven knowledge and experience in applying participatory research methods and tools. Understanding of the principles of child participation and experience conducting baselines/evaluations that have provided a participatory and meaningful experience for children –              DELIVERABLES   -          Draft and final key informant interview guides -          Draft and final questionnaires for the target population -          Quantitative data set – cleaned and in Excel or SPSS forma -          Summary findings for sharing with staff and community at validation meetings -          Report/notes of sharing and validation meetings with staff and community -          Analytical frameworks for both qualitative and quantitative data analysis -          Draft and final baseline reports   TIMELINE WITH   Task Timeline: Number of days to complete each task Review the project design document, logical framework, monitoring and evaluation plan and the needed documents as mapped out in the Monitoring and Evaluation plan 2 days Develop quantitative and qualitative data collection tools that measure the set indicators including the preparation of questionnaires and Key informant interviews guides 4 days Review baseline tools based on the feedback WVL team 2 days Set the sampling procedure in collaboration with the area managers where the project will be implemented, project coordinators and advocacy managers, with the support of the Design, Monitoring & Evaluation team at WVL 1 day Recruit data collectors to conduct the surveys, in collaboration with area managers where the project will be implemented and project coordinators with the support of the Design, Monitoring & Evaluation team at WVL, It is the responsibility of the consultant to recruit the data collectors. 3 days Train data collectors 2 days Pilot test the questionnaires by going into field and collect data (data collectors) 2 days Review the pilot questionnaires with data collectors and get their feedback regarding how the processes worked and how the questions were received by participants 1 day Make revision to the questionnaires 1 day Survey data collection 12 days Ensure that collected data is valid and of acceptable quality During data collection Conduct key informant interviews 3 days Data entry (will be done by data collectors) 3 days Ensure that collected data is valid and of acceptable quality  Every day during the first three days and end of every week after data collection starts Perform quantitative and qualitative data analysis  5 days Share and validate results of the baseline with WVL staff. 1 day Share and validate results of the baseline with members of the community including children where the baseline process was conducted. 2 days Draft the baseline report and submit to WVL for feedback. WVL might invite feedback from different stakeholders as seen appropriate 3 days Prepare the final baseline report in view of the feedback on the draft report 1 day Report weekly progress to WVL team once per week until end of consultancy
