Area Manager

GENERAL POSITION SUMMARY: The Area Manager is overall responsible for the day to day implementation of (APSCP) program implementation in the Nabatieh area. The Area Manager will work closely both with Program Manager and field staff (including Area officers, case managers, psychologists, trainers) as well as local partners to ensure that day to day activities are implemented according to schedule, budget and required quality. The Area Manager reports directly to the Program Manager with written and oral activity. The Area Manager will assist the Program Manager in outlining a strategic plan for the implementation of this program including identifying target groups, methods of operation for effective programming and maximum results.     ESSENTIAL JOB FUNCTIONS: To manage all operations related to the (APSCP) program in the Nabatieh area, according to the work plan, project document and implementation strategy. Troubleshoot, as needed, to prevent disruptions in daily program activities Liaise with Program Manager, as necessary.   In close collaboration with Program Manager and Support Staff, ensuring that local staff are delivering efficiently their tasks and insure that reporting schedule is timely met and that program objectives are achieved. Coordinate and share information with the Program Manager to ensure overall projects targets and donor obligations are being achieved. Troubleshoot on reporting and programmatic needs. Advise supervisor on suggested improvements and necessities, as required. Conduct meetings with the community and stakeholders in any areas related to the (APSCP). Attend Coordination meetings with UN agencies and other INGOs as well as local NGOs at the South level related to emergency response in general and more specifically protection. To produce written reports on the program activities capturing activities, in the format provided by the Program Manager. Ensure the close coordination and sharing of information between the various activities of the (APSCP) program staff including area coordinators, case managers, psychologists, outreach workers, psychosocial assistants, with regular program meetings and activity plans. To maintain written correspondence with the program manager and other program staff based in Beirut and in the Bekaa responding to daily program necessities. Coordinate closely with the main office and relevant administrative and finance staff to ensure proper logistics, administration, human resources and transport needs of the program are conducted within MC policy and with the maximum benefit to the program. Work with the program manager to forecast expenditure surpluses and deficits to enable adjustments to be made to the program in a timely fashion. Provide direct and ongoing supervision and managerial support to all local staff. Ensure close coordination with relevant organizations implementing emergency response in the South. Work closely with MC’s protection and GBV Advisors who will provide advice to the staff on psychosocial support and case management. Provide written and oral translation and report writing for field staff, as necessary; Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission. Other duties as assigned.   KNOWLEDGE AND EXPERIENCE: BA/S or equivalent in social science, management, international development or other relevant field. Three to five years of experience in a management position. Strong understanding of emergency response. Strong management and communication skills, with good understanding of relevant cross-cultural issues. Positive, respectful attitude and collaborative approach to problem solving. Demonstrated attention to detail; ability to follow procedures, meet deadlines and work independently as well as cooperatively with team members. Written and oral communication skills in English, including report development and writing. Significant knowledge and understanding of the current political, economic, cultural and historical context of Lebanon and Syrian crisis. Prior experience working in the South strongly preferred.   SUCCESS FACTORS: The successful Area Manager will combine exceptional management skills and experience in maintaining partner relationships. S/He will have an outstanding ability to develop, implement and manage innovative activities within the current and future programme structure of Mercy Corps in the South. S/He will also have proven experience with cross-cultural team and capacity building, individual staff development, and strong mentoring skills. Multi-tasking, prioritizing, emergency response, child protection and Gender Based Violence are essential. Demonstrated flexibility and creativity in planning and problem solving is essential in a complex security and political environment like Nabatieh area.
