Evaluation Expert

Drosos Foundation is a private, charitable, non-profit organisation, based in Switzerland. It is politically, religiously and ideologically independent and supports projects that have a direct bearing on improving the living conditions of particular groups of people. Project implementation is typically commissioned to partner organisations. Further information can be found on the Foundation’s website: www.drosos.org/en. As Drosos Foundation is striving for effectiveness and efficiency of works done by partner organisations under contract, Drosos Foundation, in coordination with the Institut Eu-ropéen de Coopération et de Développement (IECD), is currently looking for an Evaluation Expert as external consultant to conduct a comprehensive interim evaluation of a project currently implemented by IECD. The project focuses on vocational trainings and job placement by establishing a network of 7 offices for job placement and enterprise programs. The network consists of the Employment Office of the NGO Arcenciel, five orientation offices in five dif-ferent technical schools, the Center of Resource in Tripoli and the NGO Semeurs d’Avenir as the leading entity of the network. 1140 youth and 300 people with special needs will benefit of the project by receiving special trainings, offered in cooperation with enterprises and vocational schools, and job placement opportunities.100 SME will be created and supported. The project started on November 2012 and will last 3 years. The external mid-term evaluation shall be conducted in order to  Adjust the project implementation during the following year  Contribute to improve partner’s performance  Assess the efficiency of project management structure and relations between IECD and its network-partners  Assess the overall past performance, paying particularly attention to the impact of the project actions against its objectives  Assess the current potential for financial and technical sustainability of the project Questions to be studied by the Evaluator The evaluation shall address specific questions, focusing on relevance, effectiveness and impact, efficiency and sustainability. For example: Problems and needs  Is the quantity of inputs (financial, human and administrative resources) suitable?  Do the offered services correspond to the target groups’ needs?  Do the objectives correctly address identified problems and social needs? Achievement of objectives  Have planned benefits been delivered and received by intended beneficiaries?  Has the capacity of the network-partners to plan and implement interventions increased?  How to improve services delivered to beneficiaries?  How to improve institutional relations with partners and public authorities? Sound management  Does the management of the network function efficient?  Is the quality of the monitoring of the network-partners accurate?  Is the quality of the monitoring of the beneficiaries accurate? Continuation of achievements  Are stakeholders prepared for taking over, technically managerially and financially? Expected experience of the evaluator(s)  The evaluation team may be composed of one or more experts  Solid and diversified experience in the field of orientation and employment in the MENA region  Solid and diversified experience in the field of entrepreneurship and SME in the MENA region  Experience with the beneficiaries (youth and SME)  Experience in project management.  Experience in evaluation of projects  Good knowledge of the Lebanese context and needs of the market  Full working knowledge of languages; (Arabic, French and English) report writing skills, communication skills. Duration The evaluation shall be conducted during October 2013. It is expected that the evaluation duration will last around 20 days. The consultant(s) will be under contract with Drosos Foundation and report to it. Close cooperation with IECD is expected. Potential to conduct further evaluations is there.
