or more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 46 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.   Since 15th of March 2011, following the demonstrations in Dera’a and then in the major cities of Syria, the situation has been worsening. Protesters demand the resignation of President Bashar al-Assad, the overthrow of his government, and an end to nearly five decades of Ba’ath Party rule. The conflict between the Syrian army and opposition resulted in massive displacements of populations within the country and, into adjacent countries. International community tries to solve the problem, for the moment however, proposed solutions failed.  In February 2012, MdM decided to launch the exploratory mission in the 3 Syria neighboring countries, namely in Jordan, Lebanon and Turkey. Assessment of the humanitarian needs, MdM’s network as well as the local medical partners’ revival and the prepositioning for the intervention inside of Syria as soon as Syrian border will be open for humanitarian aid, were the goals of the mission. Following the assessments in Jordan and Lebanon, the activities have started on Syrian borders, since the beginning of August 2012, in support of a post-operating center which is managed by a partner. In the same time, since the beginning of October 2012, MdM has developed its activities inside North Syria, near the Turkish Borders in IDP camps, through implementation of a Women and Child center, primary health care units, a mobile clinic and donations to Syrian doctors. Activities inside Syria will increase and be extended in the second semester of 2013   Further information on our programs in Turkey     TASKS AND RESPONSIBILITIES:   Working directly under the responsibility of the General Coordinator of Turkey/Syria, the Administration Coordinator is responsible for the overall management of HR and financial, accounting, budgetary, administrative and legal’s aspects of the projects in order to guarantee rigorous and transparent procedures and to fulfil the objectives of the mission and to respect MdM and donors’ guidelines. The Administrative Coordinator works in close collaboration with the technical advisers at the headquarters   More specifically, he/she: 1. Accounting-Budget planning & monitoring • Is responsible for the accounting, budget planning & monitoring of Turkey project in Reyhanli, and Syria projects run in Turkey. • Develops and implements the administrative procedures and guidelines and ensures it is updated with the evolvement of MDM and donors’ regulations. • Cash management & monthly fund request • Supervision of the accounting and invoices & allowance payment • Budgetary monitoring 2. Funding & donors • Ensures when needed and by delegation of the General Coordinator the representation of MdM in front of donors • Analyses funding opportunities and set-up a funding strategy for MdM projects • Ensures appropriate follow-up of the current funding plan, as well as MdM commitments to donors • In coordination with the General Coordinator, negotiates financial elements and prepares answers to contractual obligations fixed by donors. 3.Personnel management • Recruitment and HR management: - Validates the recruitment procedure made on the field - Ensures the existence of a suitable budget for all positions as well as written job profiles - Focal point for the personnel to all administrative questions • Administrative management of the national staff: - Ensures the application of MDM legislation concerning the national personnel - Supervises the general HR administration - Develops the HR policy regarding the context - Ensures that each employee understand and respect procedures, rules and regulations. - Is the warrant of the MdM wage and appraisal policies implementation - Ensures the confidentiality of HR information - Shares and compares with other NGOs conditions of employment and rules • Administrative management of the expatriate staff: - Ensures the application of local legislation concerning the expatriate personnel - Participates in the definition of living rules and working conditions. - Makes arrival and departure briefings about the administrative and contractual aspects. - Respects the rules and procedures for expatriate management regarding to their status - Follow-up the administrative aspects for expatriate with HQ 4. Team management • Recruits, supervises and trains the administrative staff in Reyhanli • Supports the Field Coordinators for any administrative, accounting and financial issue. • Provides regular evaluation to the team under his/her responsibility. • Takes disciplinary measures when appropriate 5. Legal framework • Regarding to the position of MDM in the country, establish all formalities could be required by the local authorities, within the times allowed. • Prepares the various contracts and follow-up the existence letters of MDM responsibility • Checks on the existence, monitoring and the archiving of all documents and contracts 6. Communication and reporting • Writes a monthly admin report • Participates to the weekly team meeting 7.
