The Danish Refugee Council (DRC) is a humanitarian, non-governmental and nonprofit organization, founded in 1956, that works in more than 30 countries around the world. DRC has been operating in Lebanon since 2004, working with Palestinian and Iraqi refugees, as well as Lebanese communities affected by the war in 2006. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves.
DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011, and the Bekaa valley since February 2012. This assistance has come through the provision of food and non-food items, various outreach activities and rehabilitation of collective shelters. DRC is inviting local candidates to apply for the position of Construction (and Wash) Officer - Tyre, to support its activities under the project "Emergency Response for Displaced Syrians in Lebanon" in partnership with the United Nations High Commissioner for Refugees (UNHCR).
General Responsibilities
Design and estimation of school rehabilitation projects & constructions cost in order to Rehabilitate selected schools in South
Implementing minor WASH activities (installing of water filters)
Survey of existing sites and buildings, including sketching and technical descriptions.
Ensure monthly collection of enrolment statistic in all DRC schools,
Ensure technical consistency in the works and methodologies all over the project cycle,
Develop, supervise and implement, updated DRC complete drawing list,
Follow up and ensure that projects are executed within allocated budgets and in conformance to the set design and specifications.
To continuously update project documentation and files.
Reporting
Deliver detailed work-plan with outputs and activities updated whenever needed,
Deliver financial and progress briefs and reports,
Deliver minutes from meetings,
Deliver comprehensive final report; including evaluation: as built drawing and as build technical description, lessons learn, focus groups reports,
Deliver any other requested reports needed for proper achievement,
Management
Implement, monitor and report about the output/activities as defined in the work plan,
Organise/plan the daily / weekly / monthly work, in coordination with the team,
Organise and ensure a proper written weekly and monthly reporting and report daily if needed, on problems faced, on project achievements, timely and financial status and challenges.
Suggest solutions for the problems encountered in the field, discuss them in the team and participate to the decision making process,
Maintain proper lessons learnt record during implementation and share new ideas with the team.
Participate in staff meetings, working groups, school hand-over and other requested forums.
Design of dossier
Survey and draw existing schools, including needed statistic,
Request and supervise any need for assessments by professionals if needed,
Prepare main and detail drawings of the new proposal,
Prepare time schedule for execution in each school,
Prepare BoQ and SPEC for each project,
Coordinate with the school principals in the design process,
Finalise the tendering documents in coordination with the PM.
Tendering
Coordinate with the procurement DEP in the bid opening process,
Organise and ensure the field visits with the contractors,
Prepare the bids opening procedure and related documents,
Contact the winning contractors and organise the contract’s signing with them.
Site Monitoring
Conduct regular field trip for monitoring and supervision of ongoing projects including report violations of contract immediately, if not resolved in the field.
Data collection and obtain detailed locally technical information
Monitor, evaluate and suggest changes and improvements in the project and materials based on observations and discussions with the DRC team
Coordinate site hand-over, valuables inventory and commencement order.
Directly supervise relations with the contractors in the field, and solve daily problems in order to ensure accurate quality of the executed work and ensure timely implementation of the work agreed in the contract, and coordinate the implementation of all equipment and supplies agreed for the schools,
Ensure that all project changes are appropriately approved, documents and drawings updated and tracked before any order is given to the contractor, and reported in coordination with the PM,
Ensure the expenses are not exceeding the approved budget with accurate survey of agreed quantities as well as deviations,
Finance
Monitor expenditure, budgets and expense tracking activities for the whole project, and coordinate with the PM for payment of expenses to contractors,
Include a financial part in the reporting to the PM.
Others
Participate in crosscutting activities inside the DRC office,
Any other duties relating to the nature of the job as directed by the PM and Country Director.
