Program Director

Position summary The Program director will be in charge of the overall operations of Rene Moawad foundation for the Five year BALADI project implementation. He/she will manage a team and serve as representative of the project to all relevant stakeholders, including USAID. Specific Duties and Responsibilities Serve as the primary project interface with      USAID, relevant donors, local government and other stakeholders. Oversee the work plans, monitoring and evaluation      plans, and technical and administrative reports. Supervise and coordinate the work of      subcontractors: review work plans, monthly and quarterly status and annual      reports, financial reports, and deliverables. Ensure compliance with USAID standards of quality      and regulations in all project activities. Liaise with other implementing partner (Caritas      and Hariri foundation) Supervise directly all RMF BALADI project staff. Recruit and manage the recruited staff; determine      the need and timing for technical assistance; Select and oversee the work of short-term      technical advisors, as needed. Act as the field budget holder and oversee      resource allocation, project expenditures, field budget tracking and      forecasts, in coordination with the Home Office. Approve expenditures and subcontracts, within      given delegation of authority. Ensure representation with all relevant      stakeholders and concerned parties and facilitate networking as      opportunities allow. Ensure that, to the extent possible and in      conjunction with USAID, the project’s activities receive adequate      visibility, directly and through its partners, in line with the project’s      Branding and Marking Plan.  Professional Skills Strong reputation in Lebanese civil society. Solid knowledge of Lebanese non-governmental      organizations’ financial and managerial systems. Strong experience in managing and supporting      institutional capacity building. Strong knowledge of USAID’s financial and      managerial regulations. Excellent communications skills, including in      English. Strong team leadership capabilities. Experience assessing local partners' capacities      to handle funds from a donor organization. Up-to-date understanding and knowledge of      political and social conditions in Lebanon. At least a Master’s degree. 15+ year’s solid experience in human and      institutional capacities development (at least 5 in a managerial position      contributing to the efforts of a team). Fluency in Arabic and English (written and      verbal). Only Lebanese candidates will be considered.
