The Danish Refugee Council (DRC) is a humanitarian, non-governmental and nonprofit organization, founded in 1956, that works in more than 30 countries around the world. DRC has been operating in Lebanon since 2004, working with Palestinian and Iraqi refugees, as well as Lebanese communities affected by the war in 2006. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves.
DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011, and the Bekaa valley since February 2012. This assistance has come through the provision of food and non-food items, various outreach activities and rehabilitation of collective shelters. DRC is inviting local candidates to apply for the position of Community Center Officer - Baalbeck, to support its activities under the project "Emergency Response for Displaced Syrians in Lebanon".

Responsible for
Coordinate and supervise all community centre activities in North Bekaa.
General Responsibilities
Conduct FGDs and fill out questionnaires with beneficiaries to assess POC’s needs and interests;
Develop, plan and organize courses and activities responding to the beneficiaries’ needs;
Supervise and monitor all the community center activities,
Attend the activities, trainings and courses to evaluate the performance of the trainers and the satisfaction of the beneficiaries;
Provide constant feedback to his/her supervisor on progress, lessons learnt, achievements, gaps, issues and problems;
Recruit beneficiaries for the different courses, trainings and activities (50% Lebanese and 50% Syrians);
Responsible of developing and filing all documents related to the center, partner and beneficiaries’ (ex: TOR, MOU, attendance sheets, minutes of meetings, evaluations, beneficiaries’ files, reports, pictures etc.);
Participate in the community center management meetings on monthly basis;
Evaluate constantly the quality of the services provided in the community center by conducting evaluation exercises with beneficiaries, trainers, center staff and establish a proper complaints mechanism;
Assist the community development manager in the detailed planning of and reporting on the community center activities;
Set the daily/weekly/monthly work plan, in coordination with the Project Manager
Ensure constant coordination with the UNHCR staff member in charge of community services;
Conduct monthly coordination meetings with the community center staff and volunteers;
Monitor the partner’s performance and identify training needs;
Develop a capacity building plan for the partner and ensure its implementation;
Represent the DRC Community Centre team when requested;
Finance/Admin/HR
Assess sector procurement needs, coordinate and supervise the correctness of DRC finance/admin procedures in collaboration with the community development manager;
Follow up on all payments and Ensure timely and supervise payments in his/her sector of responsibility;
Identify HR needs and propose trainings in collaboration with the community development manager;
Archive CVs and contracts (hard and soft copies)
Train the human resources and ensure their application of the Code of Conduct and community center guidelines, or any other guidelines developed by DRC
Identify, select, recruit and evaluate the human resources (community center staff and volunteers) in collaboration with the community development manager;
Organize administrative/financial/logistics matters related to the center activity
Reporting
Organize and ensure a timely, proper written weekly reporting and report daily if needed on problems faced;
Prepare the weekly report for his/her sector of responsibility;
Prepare the monthly report for his/her sector of responsibility;
Qualifications & Experience:
University degree; preferably related to social work
Minimum 2 years of relevant work experience
Experience in managing community centers and development projects or community mobilization
Experience in emergency work is a plus
