- Assist functional units, the Multi-Functional Team (MFT) and senior management to integrate
participatory and community-based approaches in the overall protection delivery strategy and
operational procedures.
- Contribute and assist in activities that drive towards empowerment, community mobilization and
participation of the various refugee groups and improve access to basic rights. Special attention is to
be placed on women, girls, disabled persons and marginalized groups.
- Support field offices in the establishment and management of community development centers and
refugee committees, together with NGO partners, ensuring the participation of women and diverse
groups.
- With field offices, coordinate activities that promote refugee and local interaction and development
through the Ministry of Social Affairs’ Social Development Centers. Work with host communities to
identify opportunities for national civil society involvement in improving the protection of persons of
concern.
- Contribute to the expansion and strengthening of the refugee outreach volunteer programme through
training refugees, systematizing the collected information, drafting analytical reports (monthly,
progress, end of year), etc.
- Work with implementing and operational partners as well as with displaced and local communities to
support community-owned activities to address, where applicable, the social, educational, psychosocial,
cultural, health, organizational and livelihood concerns as well as child protection and
prevention and response to SGBV. Provide technical support to NGO partners and monitor their
activities in the area of community empowerment and mobilization, including participatory
assessments.
- Assist in conducting and supporting participatory assessments by multifunctional teams and on-going
consultations with persons of concern.
- Identify and advise on the overall needs, concerns and priorities of the refugee population through
analysis of information received from refugee outreach volunteers, participatory assessments, needs
assessments, consultations with refugees etc.
- As needed, conduct individual counseling to refugees and refer them to available and appropriate
social support/care and ensure follow-up as based on the genuine needs of the refugees seeking
UNHCR assistance and to the guidelines and procedures agreed with the agencies concerned. Place
special attention to persons with specific needs. Ensure that instances of counseling and/or referral of
individuals are duly recorded in existing database systems and reports are drafted.
- Assist in building the capacity of UNHCR, government and NGO partners, as well as refugees, for
community-based protection through training and establishing systems for community mobilization
and participation of persons of concern.
- Contribute to the regular reporting requirements on community services related issues.
- Perform any other task requested by the supervisor.
