Hospital Project Officer

GLOBAL OBJECTIVE OF THE POSITION Support and respond to rehabilitation and physiotherapy needs for population affected by the Syrian crisis, at hospitals and medical centers level   HIERARCHICAL RELATIONSHIPS   Line manager: DFVP Project manager Line manager+1: Field coordinator Functional links: rehabilitation technical advisor, DVFP project officers (Tripoli and Akkar), referral focal point, database officer, psychologists team   1 physiotherapist for hospitals and medical centers with direct HI intervention     TASKS DESCRIPTION 1.    Assessment of the needs   In hospitals and medical centers with direct HI intervention: -Support on the organization of the weekly planning of the hospital physiotherapist, taking into account the visits of technical referents and line manager, and the objectives given by DVFP project manager and rehabilitation technical advisor -Ensure proper assessment and follow up of the beneficiaries -Ensure proper filling of the files (assessment, follow up, donation certificate, etc), and monitor the data collection done by the physiotherapist to ensure a quality reporting of data in the database   In hospitals and medical centers with no direct HI intervention: -Assess functional capacities of the beneficiaries referred by the physiotherapists and identify their needs in terms of specifics items: execute a rehabilitation assessment. According to the outcomes of the assessment of the beneficiaries’ needs, ensure provision of mobility aids specific items and P&O appliances -Ensure follow up of the beneficiaries -Ensure proper filling of the files (assessment, follow up, donation certificate, etc) to guarantee a quality reporting of data in the database -Ensure proper management of the beneficiaries files   2.    Delivery of mobility aids and specific items  -In close collaboration with the hospital physiotherapists, compile all the needs of mobility aids and specific items and formulate the requests to logistic department -Ensure the delivery of all mobility aids and specific items, directly to the beneficiaries. -Ensure that the donations certificates are provided for all the donations -Ensure the donations are made according to the strategy (quality and quantity) and the needs identified -Inform DVFP project manager of any risks in stock shortage, when needed   3.    Provision of prosthetics and orthotics  -In close collaboration with the hospital physiotherapists and according to the assessments done, compile all the needs for prosthetics and orthotics -In close collaboration with the community Project Officers, compile all the needs for prosthetics and orthotics -Get technical approval of rehabilitation technical advisor for all costumed made P&O appliances, and financial approval of project manager for all  P&O appliances -Ensure relationship with P&O supplier (requests for material, organization of the supplier visits in hospitals, medical centers and in the field, compilation of invoices) -Ensure proper follow up of the delivery of P&O in hospitals and medical centers -Monitor of the P&O provision (need assessment, requests, provision of items)    4.    Management of internal referral cases -Compilation of all files of beneficiaries discharged from hospitals and medical centers and transmission to referral focal point -Ensure smooth follow up of the beneficiaries in case of change in hospitals and medical centers -Compile all needs of external referrals and transmit to referral focal point -Participate in the collaboration between with psychologists team   5.    Participate in the analysis and reporting of global issues in the refugee population and the humanitarian context -Work in close collaboration with the referral focal point and DVFP Project manager by sharing information on actors activities to ensure an appropriate and coherent referral strategy, on injured pathways and flux (new arrivals…) -Relay to DVFP project manager any new needs on specific items arisen from the needs identified at hospitals and medical centers level , training needs, opportunities for partnership, or any other issues -Make proposition to DVFP project manager on strategy of action to ensure a quality response to the refugees needs    6.    Reporting: -Upon request of the project manager, send regular reports to project manager and rehabilitation technical advisor -Report any constraints or problems faced before taking any action -Report without any delay any security issue   7.    Demonstrate an ethic and professional practice: -Respect beneficiary confidentiality. -Respect and promote HI’s Policies and report to your line manager any non respect of HI’s policies amongst the teams or partners. -Address needs and requests in a professional way. -Report any incident or act that causes any harm to beneficiary or to others. -Always interact with children with the presence of their parents or caregivers -Always respect a refusal of treatment.   8.    Demonstrate willingness to improve professional competences and abilities to increase care quality: -Demonstrate motivation at work. -Demonstrate willingness to improve own knowledge and skills by participating actively in any training sessions, capacity building activities… -Participate in the different activities that are common to all team members -Respect each team member’s positions, work, and specialty -Adapt to special situations or demands from supervisor (reporting, etc)     Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.   TIME SCHEDULE   The working hours are the following: 8:30am – 5:30pm Monday – Friday. Please note that the timing remain flexible upon request of the line manager, and can be up to 48 hours per week.
