Project Coordinator (Response To Syrian Crisis - Humanitarian Aid)

Duties and Responsibilities Under the supervision of the   Program Manager , the Project Coordinator is responsible for the overall management and supervision of NPA/Solidar-Suisse humanitarian food voucher and hygiene voucher project implemented in the Bekka Valley The incumbent is responsible for all aspects of project management including: budget and monitoring, developing monthly action plans in coordination with partners to ensure project meets objectives, project reporting, hosting field visits, lobbying and advocacy strategies and representation of NPA in networks and coordination meetings.   The Project Coordinator must also ensure consistency with NPA’s and Solidar Suisse strategy, goals and values.  The Project Coordinator roles and responsibilities include: In collaboration with Solidar Suisse, lead the process to define the project scope, goals and deliverables to partner, volunteers, and all local actors through project orientation, regular meetings and coaching Facilitate technical capacity building and project cycle management support to NPA’s partner in collaboration with Solidar Suisse.  This will include training and coaching to partner to ensure an effective and accountable documentation for implementation of the food voucher approach and monitor its effectiveness and timeliness throughout the project life cycle In consultation with Solidar-Suisse lead assessments to ensure proper targeting of beneficiaries and host communities.  Ensure safe distribution of vouchers according to selection criteria and modalities in a timely and accountable manner In consultation with Solidar-Suisse, implement a beneficiary complaint mechanism and ensure that all complaints are resolved and corrective actions taken and documented Responsible to carry out frequent field monitoring of project activities and outcomes and ensure frequent partner meetings with necessary follow up Responsible to facilitate post monitoring assessments after voucher distributions and build in lessons learned to project implementation action plans Responsible to collate project outcomes from partners on a monthly basis and update humanitarian mapping and progress matrixes as per coordination efforts Responsible to provide final drafts of project reports as per donor reporting schedules Contribute to the development of a rigorous evaluation and documentation of the voucher approach in order to make better based judgments on their impact and effectiveness Develop an effective system to link food and non food voucher modalities with wider humanitarian referral mechanism and ensure linkages to emerging social protection systems Provide direction, leadership and capacity building to the project officer under his/her responsibility Responsible to liaise regularly with NPA finance Manager to ensure budget visibility, monitoring of expenditure and modifications as required Represent NPA/Solidar Suisse at coordination meetings and liaise regularly with humanitarian actors INGO’s operating in project sites to prevent duplication and ensure effective coordination Responsible to keep Solidar Suisse Country Representative and NPA Program Manager  regularly briefed both verbally and written on the progress of project, challenges and solutions posed Ensure full adherence to the values of NPA throughout the project implementation.   Qualifications / Education required  A university degree in political science or relevant academic background. Excellent oral and written command of English and Arabic. Fully proficient computer skills and use of relevant software and other applications Three to five years of relevant working experience including humanitarian and project management experience Strong communication skills, teamwork and ability to establish and maintain positive working relations. Able to take initiative and work independently, with minimal supervision. Having an excellent ability on reporting, monitoring and evaluation. Experience in implementing food aid and NFI voucher approaches in Lebanon highly desirable
