Beirut City Wide Assessment (1 Month Consultancy)

THE PURPOSE OF ASSESSMENT   The purpose of carrying out a citywide assessment is to build an understanding of the Greater Beirut city in which WV development programmes operates. By carrying out a City wide assessment, practitioners identify key issues for development focus, funding, partnerships and coordination opportunities. As a child-focused organisation, child well-being is at the heart of WV’s vision and mission. The results of an assessment will provide macro level guidance to help understand where WV needs to invest to contribute to increased child well being especially the most vulnerable.   The results of the City-wide assessment should be analysed and validated both internally and in consultation with external stakeholders.   ASSESSMENT METHOD   The assessment methods should be participatory and involve as many stakeholders as possible. Data collection methods may include: secondary data information, general observations, interviewing key stakeholders, and focus group discussions.   In the preparation of the final report, the assessment consultant is requested to provide the reader with, as much as possible, accurate sources of its information and conclusions.  In fact, all findings and statements must be backed by existing data and/or data based on approved methodology for sampling, data collection, and analysis.   The consultant is expected to perform the following tasks:   –        Develop assessment methodology, tools and implementation plan, based on the city wide assessment guidance developed by WV Urban Center of Expertise (CoE), –        Share with and get feedback & approval of WVL team on the assessment methodology, tools and implementation plan, –        Implement agreed assessment plan following the set methodology (secondary data review, revision of primary data collection tools based on review findings, collection of data with help of Beirut staff, entry of data), –        Provide weekly feedback to WVL team –        Present, synthesize and analyze findings in a joint meeting with WVL team, including key sector leads, –        Facilitate a meeting joining WVL team and key city stakeholders to validate assessment findings, –        Draft the assessment report and submit to WVL for feedback. WVL might invite feedback from different stakeholders as appropriate, –        Prepare the final assessment report in view of the feedback on the draft report.     EXPECTED OUTPUTS 1.    Assessment report in English (As per the WV Assessment Report Guidelines) 2.    A power point presentation in English including methodology, main findings and recommendations   TIMELINE WITH DELIVERABLES Approximate start date: ASAP Expected end date: July 29, 2013   Task Timeline Develop assessment methodology, tools and implementation plan, based on the city wide assessment guidance developed by WV Urban Center of Expertise (CoE) By June 27, 2013 Share with and get feedback & approval of WVL team on the assessment methodology, tools and implementation plan By July 2,2013 Implement agreed assessment plan following the set methodology (secondary data review, revision of primary data collection tools based on review findings, collection of data with help of Beirut staff, entry of data) By July 14, 2013 Provide weekly feedback to WVL team End of every week Present, synthesize and analyze findings in a joint meeting with WVL team, including key sector leads By July 17, 2013 Facilitate a meeting joining WVL team and key city stakeholders to validate assessment findings By July 22, 2013 Draft the assessment report and submit to WVL for feedback. WVL might invite feedback from different stakeholders as appropriate By July 26, 2013 Prepare the final assessment report in view of the feedback on the draft report By July 29, 2013 CONSULTANT QUALIFICATIONS REQUIRED:   The Consultant should have the following competencies and experiences:   –        Advanced degree in relevant field (e.g. Social Sciences, Public Health, etc) –        Good understanding of urban concepts, –        Familiar with civil society and NGO engagement and work in Beirut –        Good analytical and critical thinking –        Proven knowledge and experience in applying participatory research methods and tools.     Qualified candidates need to send their CV, cover letter and quotation for the budget of the consultancy excluding transportation costs.
