Erd Livelihoods Manager

SCOPE OF WORK:  The ERD Livelihoods Manager works within the Economic Recovery and Development team of the IRC in Lebanon, under the lead of the ERD Coordinator. The ERD team includes also a Cash Programme Manager. The two Managers are the interface between the ERD Coordinator and the IRC field team, administrators, vendors and partners. The Manager’s first responsibility is overseeing the day to day implementation of all ERD Programme interventions aimed at promoting beneficiaries’ employability and supervising the field-based Officers working with the local partner, communities and beneficiaries. The Manager is expected to travel to the field frequently for coordination with local institutions, implementation support, programme monitoring and field-level decision making (up to 60% of time).   Who this position reports to: ERD Coordinator   RESPONSIBILITIES:           Staff Supervision & Development Directly supervises ERD Livelihoods Field Officers Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions. Ensure timely completion and submission to the ERD Coordinator of monthly timesheets, probations reviews and annual performance reviews for Livelihoods Field Officers. Plan/coordinate and oversee Livelihoods Field Officers’ workplans, work and vacation schedules, and staff training/development activities, and submit requests to the ERD Coordinator accordingly and on a timely basis If/as required identify staff performance issues, discuss them with the ERD Coordinator and work with Human Resources to document and address these in accordance with the National Staff Employment Policies   Programme Planning & Implementation: General duties Prepare and maintain/update detailed workplans for the vocational training and employment centers component of the ERD program, ensuring that they match grant timeline and completion date Provide direction and monitor Employment Promotion staff in their implementation of the workplan and quality of technical activities, share relevant information and direction to improve quality and achieve timelines Approve expenditures to designated level; manage/monitor monthly expenditures and track budgets to ensure that all spending is in line with approved budgets and timelines, including developing procurement plans, monthly program spending plan and cash forecasts   Programme Planning & Implementation: Specific duties The incumbent will be responsible for two main technical components of the ERD program in Lebanon, targeting both Syrian and Lebanese vulnerable households. Technical component 1: Vocational training Design and roll-out an assessment to identify market opportunities, emergency employment and self-employment opportunities, and skills gap in targeted villages in Akkar, in collaboration with Save the Children Conduct a mapping of Vocational Training providers in Akkar and their offer Conduct a mapping of existing CBT curricula Organize and manage short-cycle training courses for IRC beneficiaries according to the findings of the Skills Gap assessment; the focus will be on the production and delivery of highly demanded goods and services for the emergency response operations (e.g. items for distribution kits, such as the “back-to-school kits”, the “hygiene kits”, the “dignity kits”) Collaborate and coordinate with the ERD Cash Manager for the roll-out of cash for work schemes employing vocational-training beneficiaries Technical component 2: Emergency Employment services Compile and analyze lessons learned of previous employment service projects in Lebanon and draft recommendations for IRC programming in this area of work Conduct a mapping of employment services in Akkar; Bekaa and Wadi al Khaled under consideration Prepare the staffing and procurement plan of emergency employment service centers, and draft the budget accordingly Produce terms of reference for emergency employment service centers staff Participate in future project design and budgeting, including estimation of caseload and profiling of beneficiaries Participation in recruitment of employment service centers staff Training to emergency employment service centers staff   Programme Monitoring & Reporting   Collaborate with the ERD M&E Unit in all M&E activities and apply templates and guidance Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required. Ensure all monitoring activities are fully documented, including systematic and timely data collection as required under the grants and for IRC M&E purposes, according to M&E Unit guidance Prepare regular reports for IRC donors on grant activities, progress, indicators, and achievements as specified in grant agreements and reporting schedules.   Partner Management Serve as the main focal person in the field for the IRC’s implementing partners; maintain respectful and constructive relations, and ensure regular meetings and ongoing coordination Review partner financial and narrative submissions, including M&E data; provide advice and guidance to improve accuracy and quality as required. Regularly monitor performance of the Implementing Partner(s) engaged in the employability promotion component of the ERD Program, to achieve project’s objectives; provide technical support and guidance;  share relevant information and direction to improve quality and achieve timelines   Coordination & Representation As requested by the ERD Coordinator, work closely and coordinate with IRC logistics, finance and grant staff to ensure timely and compliant employability promotion activities and expenditures; including active participation in grant opening/closing and review meetings Represent the IRC in sectoral and technical coordination bodies at the field level, share information and identify opportunities for collaboration, under the strategic guidance of the ERD Coordinator   Program Development Assist in the collection of data, assessments and proposal development for the sector, as needed.     Other Consistently and proactively monitor/assess the safety and security of the employability promotion team; promptly reporting concerns or incidents to the ERD Coordinator in line with the Office Communication Tree Protocol Liaise with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs Other duties as assigned by the ERD Coordinator to enable and develop IRC programs   Professional Standards All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.

• Bachelor of Arts or Science in Social Science, Economics, Agriculture, Food Security, or related field
• 2-3 years of experience leading teams in a humanitarian context, preferably during an emergency.
• 5 years of technical experience implementing employability promotion programs, such as vocational training, life-skills and employment services.
• Experience facilitating technical trainings and workshops related to livelihoods promotion.
• Proven abilities in managing teams, monitoring staff performance, and providing technical support and coaching to field teams.
• Prior experience in developing program implementation workplans, data collection and analysis, and program reporting
• Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
• Excellent interpersonal and problem-solving skills, creativity and flexibility
• INGO experience preferred
• Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
