Logistics Officer

GENERAL POSITION SUMMARY The Logistics Officer reports to the Operations Manager in Beirut and will assist the Lebanon program with the daily workload and additional responsibilities on this office as support to the Damascus team.  S/he will support program operations in both countries with as a member of an efficient and responsive logistics department.   ESSENTIAL JOB FUNCTIONS   Fleet & Transport Perform, as required, in the daily administrative activities of the MC transport pool. Specifically, driver/vehicle scheduling, tracking log-books, routine and routine maintenance of vehicles. Act as the focal point for all vehicle requests, airport and border pick-ups. Prepare vehicles for cross-border and inter-city travel. Maintain the fleet schedule and communicate this to drivers. Ensures all self-drivers are trained on appropriate vehicle use and documentation. Prepare monthly accounting of fleet expenses and fuel costs for the finance department. Maintain fleet files with standard, monthly vehicle summaries and maintenance and fuelling paperwork.  Monitor spending on fuel station contract in coordination with Field Office Managers. With support from the Operations Manager, respond to vehicle accidents and coordinate with insurance companies. Responsible for maintaining high competency in MC driving staff in performing regular evaluations of driving skills Will conduct routine checks on vehicles and on the standard equipment associated to vehicles. Will ensure the knowledge and safe practice of safety procedures and use of basic tools and repair kits.  Regularly inspect vehicle maintenance at vendor’s workshop. Ensure only genuine parts are fixed into the vehicles. Used parts are to be inspected and stored in MC warehouse before disposal. Procurement & Commodities Will support the successful implementation of programs in both Lebanon and Syria with an efficient and responsive supply chain: Support the Operations Manager with the procurement process and paperwork as required. This includes: preparing paperwork, collecting quotations, payment preparation and filing. Cross-checks deliveries with procurement specifications. Preparation of status reports on deliveries for Office administrator. Will serve as a critical role in the checks/balances of the procurement, delivery and payment process of procurements. Logistics Ensures commodities and materials reach the program and operational units safely and in a timely fashion through daily coordination of MC logistical and transport activities with Field Offices; Will prepare and dispatch shipments or materials to field offices and cross-border deliveries of goods. Is responsible for the packaging and organization goods delivered through Mercy Corps fleet or rental vehicles. Will liaise with 3rd Party contractors for the dispatching of goods, when this is necessary Asset Management Supports the Operations Manager  with routine checks on Mercy Corps assets and exceptional items. Security Management Supports the Security Focal Point (SFP) and Country Director in routine, operational security activities including: Will read and understand the Global and Lebanon Security Management plans. Will serve on Security Management Team and Warden Trees, as directed by the SFP and Country Management. Ensures the office and vehicle first aid kits and fire extinguishers are maintained and in their designated location. Will ensure the office and vehicles are locked and safely closed down on a daily basis. Will support the SFP in staff tracking for both domestic (inside Lebanon) and cross border (in/out of Syria) travelers. This is done in coordination with the Damascus SFP and according to the scheduled of security checks and hand-off of staff. Will maintain a written log of vehicle checks including date, time, vehicle number, specific location and other notes. Will conduct road checks prior to cross-border and travel in to high-risk areas. This will be documented and logged in a daily calendar. Will maintain an open telephone line for travel-related security issues or logistics mishaps. Will support staff with completing Incident Reports and ensuring these are done timely and accurately. Will assist vehicles to navigate a safe return to base following a critical incident - or will support the team with information and recommendations of safe locations in their areas. Will support the SFP and Country Management in disseminating vital security information through communications and adjustments to policy/practice. Office Administration Assist arranging accommodation Mercy Corps Syria staff and visitors. Assist Conference & workshop/training organizing. § Represent Mercy Corps in a professional manner to government officials, local and international community groups, suppliers and others as needed. § Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission in Lebanon; Other duties as assigned

KNOWLEDGE AND EXPERIENCE:
Degree in a relevant business field is desired. 2-3 years of experience in supply chain management; Strong organizational skills; ability to interact effectively with international and national personnel. Excellent oral and written English skills and Arabic. High computer skills on MS Office programs. A demonstrated ability to multi-task and process information into action as to not delay program activities. A clear understanding transportation & logistic ethics and donor compliance is essential. A willingness to travel throughout the project areas in Lebanon.
