Community Mobiliser - Protection & Gender

  OXFAM PURPOSE: To work with others to find lasting solutions to poverty and suffering  TEAM PURPOSE: • To support Syrians and Palestinians displaced from Syria gain access to useful, reliable and accurate information about their entitlements, basic and specialist services that can enhance their protection and safety. •To  meet the basic needs of Syrians and Palestinians displaced from Syria with cash, food and basic hygiene items during the critical months of the emergency.  JOB PURPOSE:  To lead in implementing gender-sensitive community-level protection activities in particular, information dissemination and referrals guided by Oxfam’s policies and guidelines for managing information and the ICRC professional standards in protection work.   REPORTING LINES: Post holder reports to: Protection Adviser Staff reporting to this post: None   BUDGET RESPONSIBILITY:  None     DIMENSIONS: Gender disaggregated protection information gathering and analysis Liaising with field offices of humanitarian agencies for our information dissemination activities Produce gendered protection updates that will be included in field visit reports Preparing weekly and monthly plans and facilitation of community awareness sessions on basic and specialist protection services using approaches that promote gender equality Strong technical understanding and leadership.   KEY RESPONSIBILITIES: Prepare for the community consultations and orientation sessions about refugee rights, entitlements, registration, basic and specialist services in the districts Work with local partners to coordinate community based orientation sessions – working with counterpart in partner organisation where possible Follow-up with INGOs and UN about requests and invitations for the community sessions Follow-up INGOs and UNHCR about brochures and other information materials for distribution to refugees Explore sites and support in negotiating these locations for developing notice boards for announcement about refugee services Attending protection and GBV working group meetings  in the absence of the protection adviser Coordinate activities with WASH Officers, EFSL and Cash Transfer Officers Support and coordinate with MEAL Officers for baseline survey, post-distribution and other monitoring activities. Submit monthly MEAL reports to track the beneficiary numbers of the information dissemination and referral activities Support country teams to ensure MEAL processes are engendered and include protection to ensure learning is captured Support possible protection advocacy research Provide written feedback about protection incidents, issues and aid-related community-conflicts   SKILLS AND COMPETENCE: Demonstrable experience in working with communities in humanitarian or development contexts Demonstrable experience in using participatory research and assessment methodologies Good understanding of protection and refugee issues related to conflict including some basic human rights and refugee Good levels of spoken and written English and Arabic Commitment to a rights-based approach, gender equality and protection Proven analytical skills Understanding of monitoring processes, learning, adaptation and evaluation Ability to work in multi-cultural team Willingness to work in insecure environments and a high level of adaptability and initiative
