Cash And Vouchers Field Officer - Akkar

The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in more than 30 countries around the world. DRC has been operating in Lebanon since 2004, working with Palestinian and Iraqi refugees, as well as Lebanese communities affected by the war in 2006. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves. DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects. DRC is inviting local candidates to apply for the position of Cash & Voucher Field Officer - Akkar, to support its activities under the project "Emergency Response for Displaced Syrians". R1. Programme implementation 1.1        Plan for and oversee implementation of cash and voucher activities and ensure that objectives and results are timely, quantitatively and qualitatively met; 1.2        Coordinate continued assessments as appropriate in DRC operational areas, provide regular updates of the in change in context, market and livelihood dynamics and propose appropriate changes to the programme to suit context. 1.3        Proactively explore and promote collaboration and sharing of experiences and lessons learnt within DRC and externally as appropriate. 1.4        Track project budgets use and propose amendments as may be required. 1.5        Provide timely progress reports in line with the DRC reporting schedule and donor agreement schedules.   R2.  Programme monitoring 2.1 In line with the programme M&E framework coordinate monitoring activities as per schedule and facilitate timely reporting. 2.2 Regularly review effectiveness of the cash and vouchers programme monitoring framework in line with the change in context and propose amendments as appropriate. 2.3 With specific reference to the markets, facilitate regular monitoring of essential goods availability and price fluctuations.   R3. Staff Management 3.1 Initiate staff recruitment processes in liaison with Area manager and the Human Resource unit within the AOR. 3.2 Provide supervisory support and manage performances in line with DRC performance management framework. 3.3 Identify gaps in capacity of staff, and implement a plan to respond to those needs.   R4. Representation and Coordination. 4.1 Initiate and maintain strategic links with the local and international NGOs,  UN and private sector services providers for program development purposes, with specific reference to enhancing Food Security and livelihoods support 4.2 Represent DRC in coordination meetings within AOR as required.   R.5 Others Advancing crosscutting issues related to: gender, protection and accountability within the programme and AOR Any other duties relating to the nature of the job as directed by the Area Manager, Programme coordinator.   II.            Qualifications: University degree in Sociology, economics or any other relevant degree. Minimum of five years of progressive experience implementing livelihoods development projects, with demonstrated experience in cash and cash for work initiatives and the use of voucher systems. At least 3 years in a similar, senior management position, with an international organization. Demonstrated knowledge of community mobilisation/involvement techniques i.e. PRA, RRA. Experience working with communities in displacement.
