Finance Officer-Partnership

KEY RESPONSIBILITIES: Assist FO on the development and maintaining of partner financial requirement and management. Assess partner's financial capability, and assist Programme on capacity building plan and implementation Check grant payment request ensuring compliance to agreed condition of payment. Provide capacity building support to the partner re partner financial management. Assist Programme on capacity building to partners on financial system and control in compliance to OGB and donor requirements. Ensure financial compliance through audit check of finance reports from partner NGOs and provide written feedback FO Ensure financial compliance through audit check of finance reports from partner NGOs and provide written feedback to relevant Programme Coordinators/Officer Ensure compliance of programme staff on grant monitoring, balances and closure of  grants. To make regular field visits and liaise with OGB’s partners/beneficiaries. Conduct regular audits of projects and partners. Perform audit of partner financial to ensure financial management systems and reports of partners are of the required standard. To be link and coordinate financial issues between Programme, Partners and Oxfam finance Check details of partner reports, chase reports, prepare reports and to be ensure that report from partner can be presented to the donor within Oxfam’s report to donor Communicates frequently with Programme and line manager to ensure that all those who need to share information are well informed.   ADDITIONAL RESPONSIBILITIES Check PeopleSoft reports and submit to FO: Print enquiry reports from PS. Check project budgets and submit to FO Prepare information required by auditors. Prepare monthly accounts from PeopleSoft; print Peoplesoft reports. Revise and audit all the payments up to GBP 1,000 assuring it includes all the supporting doc’s: invoices, receipts, proof of payment, procurement doc’s, and or contracts, etc..  This will require seeking appropriate authorisation and insuring that all supporting documents are appropriately filed. Ensure that fixed asset registers are regularly up to date. Any other responsibility or task that may be assigned by your line manager.   SKILLS AND COMPETENCE: Manages resources and deadlines with minimum supervision. Ability to work and communicate effectively with partners/beneficiaries to insure compliance with Oxfam GB policies and procedures. Ability to adapt to a fast changing environment and numerous, conflicting job requirements. Be computer literate. Ability to speak, read, write and work in English, Arabic Proven experience working in a similar role in a small finance team.
