Senior Monitoring And Evaluation (M&e) Officer

Background:The Performance Management Plan for Lebanon (PMPL) project aims to:1. Assists USAID/Lebanon in carrying out its performance monitoring, verification and evaluation responsibilities under the new Country Strategy. 2. Provides performance monitoring and reporting of USG activities and projects in Lebanon. 3. Provides USAID/Lebanon with accurate and reliable information needed to make management decisions.   Job Description for the Senior Monitoring and Evaluation Officer:The Senior Monitoring and Evaluation Officer will join a small team of professionals dedicated to improving the performance of USAID funded projects in Lebanon. The Senior M&E Officer leads/supports specific activities defined in the PMPL approved work plan. The work atmosphere at PMPL is collegial where each member of the team is expected to accept responsibility and to fulfill that responsibility. Work is done in collaboration with your colleagues.  The Senior M&E Officer provides guidance and leadership for tasks assigned. Specific activities assigned fall under the major work plan elements listed below [the % in brackets is an approximation of how the Senior M&E Officer’s time is allocated]:     Review, refinement and implementation of USAID/Lebanon’s Performance Management Plan (PMP) [30%]:    Works with the Senior Information Officer, and/or the Chief of Party to develop, refine and implement USAID’s PMP. Specifically, inter alia, the Senior M&E Officer:     Contributes to the development of Performance Management Plans (PMP) for the USAID and implementing partners    Works with implementing partners to review and adjust their PMP to align with USAID country objectives    Establishes performance indicators baselines and targets in consultation with Development Objective Teams and the Implementing Partners    Organizes and conducts data quality assessments (DQA) as requested    Prepares reports due under the PMPL contract as requested    Develops scopes of work for and supervises short term technical assistance as requested    Supports the information needs of the Chief of Party     Integration of USAID/Lebanon into the USAID/W AIDtracker [5%]      Supports, as needed, the acquisition of indicator and PMP data for the AIDtracker     Assists in the mentoring of implementing partners on use of the AIDtracker system    Assists/backstops the SIO to update and maintain the AIDtracker    Assists with the collection, analysis and reporting of USAID PMP indicators     Field-level project monitoring of USAID/Lebanon projects [40%]    Develops a quarterly schedule of project site visits (PSV) with USAID    Collaborates with implementing partners to develop PSV schedule and logistics    Responsible for monitoring project compliance to USAID environmental regulations/standards    Responsible for monitoring project compliance with USAID policy regarding counter trafficking in persons.    Responsible for monitoring implementation of Mission Policy on Gender Equality and Female Empowerment     Prepares site visit reports     Guides, mentors and accompanies the Monitoring and Evaluation Officers to:    Conduct project site visits (PSV) to conduct inventory and use checks    Conduct PSV to verify data reported by implementing partners    Conduct PSV to confirm the status of activities identified in the implementing partner work plans     Conduct PSV for interim  rapid assessments of project  impacts.     Special studies & evaluations of USAID/Lebanon projects [25%]    Participates in the development of evaluation and special study scopes of work    Conducts/participates in mid-term and final evaluations as requested    Conducts/participates in assessments and special studies as requested     Supports/Supervises short term technical experts as requested    Exercises quality control on surveys, other data collection efforts related to evaluations    Supervises/prepares/reviews evaluation reports    Provides additional M&E services, training and other research as necessary The Senior M&E Officer reports directly to the Chief of Party.  All reporting and communication of information to USAID will be done through the Chief of Party.

Applicants for the Senior M&E position are expected to have an advanced degree (sociology, agric., agribusiness, econ., int’l or political studies, civil engineering.), and five or more years’ experience as an M&E officer. The applicant should be able to demonstrate familiarity with USAID evaluation policy, the contents of a Performance Management Plan, quantitative methods and qualitative methods. Candidates must have excellent language skills in written and spoken English. Computer skills with MS Office, MIS, Statistical Analysis a plus.
