Lebanon Country Safety And Security Coordinator (Local-Hire)

The Lebanon Civic Support Initiatives (LCSI) project is funded by the United States Agency for International Development (USAID), through the Office of Transition Initiative (OTI).  The project provides in-kind grants to a variety of institutions in Lebanon, including Lebanese non-governmental organizations (NGOs), community based organizations, or informal groups, to implement project activities.  The project aims to increase social cohesion in vulnerable communities primarily in the North. Sharing of Information Establish relationships with national law enforcement, military and civil authorities; Provide timely and accurate security advice to the Chiefs of Party (COPs), Chemonics Home Office Project Management Units (PMUs) and Safety and Security Department (SSD); daily updates are required at a minimum and frequency will be based on need. Transmit security alerts for emerging situations (civil unrest, armed government response, etc.) to staff and visitors. The Security Coordinator, in coordination with COPs, shall ensure send an SMS, email, or contact staff by phone. Immediately report all security-related incidents involving Chemonics staff and dependents to the COPs, PMUs and SSD; Ensure that Chemonics staff members are provided with situational reports and other appropriate security related information. Brief staff on all safety and security considerations for Chemonics personnel arriving in country from overseas within 24-48 hours of arrival.  To include information on security risks, security guidelines, communication procedures, travel precautions, emergency procedures and movement restrictions (as needed).  Threat and Risk Assessment Conduct periodic threat and risk assessments of operations across the country. This will include written rapid security assessments with verbal debrief that analyze threats, evaluate risk and provide specific recommendations.  Enhancement and implementation of the Safety and Security Plan Provide technical input to Chemonics for the refinement of project emergency action, security and contingency plans.  This input shall include advice on incident response, evacuations, physical security and information security protocols/procedures.  Office and Residential Security Conduct periodic security assessments of Chemonics premises and equipment and advice on shortcoming in security preparedness with recommended improvements and solutions; Should the need arise, assist Chemonics in developing and implementing office security requirements for regional offices and offices of Chemonics implemented projects; Advise on proper security measures for Chemonics premises and staff residences  Incident and Crisis Management Assist project staff with incident and crisis management. This will include assistance during a possible evacuation of expatriate staff and response to other security incidents.  The Security Coordinator will coordinate with companies that provide security services. Assist projects running incident management drills/rehearsals  Travel Management Assist field teams with security threat information and recommendation on travel prior to any field trips outside of Cairo. This will include assessing route safety and security, hotel security and threat conditions in the areas where project meetings/workshops are scheduled to occur. The safety and Security Coordinator will also provide the field teams with area specific emergency contact information (local hospitals, police stations, etc.)  Programming Identify systematic gaps in existing security management approach in order to create new country wide procedures: At a minimum, this should address: Chemonics staff proficiency in the use of any safety equipment, including communications equipment, vehicle emergency equipment, and personal security safeguards required for daily work Chemonics staff emergency communications capability Procurement of appropriate equipment for security equipment Injecting security awareness through monthly security meetings
