Reporting Officer

1.         BACKGROUND   NRC opened its office in Lebanon in 2006, initially responding to the need for humanitarian assistance including provision of shelter support to the displaced Lebanese population in Southern Lebanon. Since then NRC has gradually increased project activities to include shelter support to Palestinian refugee communities, legal assistance, non-formal education provision to refugees from Iraq and teacher training for school personnel in UNRWA supported schools. NRC has since June 2011 also emerged as one of the main humanitarian actors responding to the needs of the Syrian refugees in Lebanon. Current project areas include: Northern Lebanon, Beirut, the Bekaa valley and Southern Lebanon. NRC is now seeking a Project Coordinator, to lead NRC’s overall activities in the country, represent and attend to NRC’s interests in the area.   THE NRC EDUCATION PROGRAMME   NRC’s Education Programme began in March 2007, when NRC completed a comprehensive assessment on the needs of Iraqi refugee children.  By April 2007, an emergency education program was launched providing catch-up classes, sports, and arts and recreation activities for refugee children/youth.  In the fall of 2008, the program expanded to include further support to refugee children and youth in skills and life-skills training, teacher workshops, and youth mobilization in the North of Lebanon focused on youth-led community service projects in the Palestinian camps of Bedawi and Nahr el-Bared.   In the spring of 2009, NRC entered into a collaborative partnership with UNRWA to work with teachers and school personnel on capacity building project wherein teachers and schools worked to develop a ‘listening stance’ focused on knowing and responding to the education needs of their students.  This project further expanded to include parental involvement and strengthen communication mechanisms between schools and the communities in the Palestine refugee camps located throughout Lebanon. In response to the Syrian refugee influx since June 2011, NRC has positioned itself as the main provider of shelter solutions, also promoting alternative solutions. Since 2012, ICLA, recreational and education activities have been added to the response.  Education opportunities and psychosocial support are being provided by NRC Lebanon through work in Community Centers and supporting learning support classes in host community schools throughout Lebanon.   2.         ROLE, TASKS AND RESPONSIBILITIES JOB PURPOSE   The Reporting Officer is expected to represent the Norwegian Refugee Council (NRC) Lebanon in a responsible manner and always to act in accordance with the NRC Code of Conduct. The RO shall work under the guidance of the Knowledge management specialist to collect weekly, biweekly, and monthly qualitative and quantitative data. to compile them in comprehensive reports that support the system of quality management and monitoring and evaluation processes of NRC education programmes.   REPORTING TO: The Reporting Officer reports to the Knowledge Management Specialist.   TASKS AND RESPONSIBILITIES Collect ongoing qualitative and      quantitative data related to projects and program quality. Liaise with the concerned project staff to ensure regular and timely information flow so that comprehensive data are continuously captured and updated. Ensure regular and timely reporting from projects by monitoring and following up with the Field coordinators and partners. Compile reports from the fields for      weekly and monthly reporting requirements Support the Knowledge Management Specialist in drafting inputs for      reports on projects monthly, semi- annual or yearly as requested. Conduct periodic monitoring trips to      project sites and do random checks using the standard monitoring formats Visit field sites as needed to      provide technical support on reporting mechanisms Visit field sites as needed to      conduct focus groups, and interviews with different stakeholders as needed      and upon request from KMS. Data entry Support      preparation of power point presentations and graph charts. Facilitate      initiation of case studies and evaluation. Participate in the design of tools and      implementation of education assessments and surveys when necessary. Other tasks as agreed upon with KMS      and the Education Manager.       ACHIEVEMENT INDICATORS Objectives have been reached according to established plans. Data are collected in a timely manner. Reports are submitted on time.   3.         PROFILE OF PERSON   PROFESSIONAL BACKGROUND At least 2 years of field experience in M&E and education      projects. M&E methods and approaches (including quantitative,      qualitative and participatory); Training in M&E development and implementation; Strong English and Arabic language skills. Ability to work as part of a team and autonomously when required. Information analysis and report writing.     ESSENTIAL SKILLS Significant understanding of complex emergencies and crisis      contexts Experience from working in refugee settings Experienced in administration, finances, logistics and personnel      management as necessary for programme implementation. Team spirit Strong communication and organizational skills.  Strong documentation, research and report writing skills. Fluency in English Awareness and understanding of the Interagency Network for      Education in Emergencies (INEE) and the Minimum Standards for      Education:  Preparedness, Response      and Recovery along with additional tools and resources developed by the      network.         PERSONAL QUALITIES Goal oriented and visionary. Ability to work under pressure, independently and with limited supervision. Ability and willingness to work and live under difficult circumstances and in highly insecure settings. Flexible and creative, with a sense of humour.   DESIRED SKILLS  Experience working in the Middle East with Arabic language skills. Experience working in partnerships and supporting partnership development.   4.         ADDITIONAL INFORMATION   DUTY STATION AND LIVING CONDITIONS ▪     Duty station: Beirut with frequent travel to the NRC Field Offices in Lebanon.
