The International Rescue Committee is an international organization specializing in emergency and humanitarian programming. In response to the influx of Syrian refugees in Lebanon, the IRC is implementing an Economic Recovery and Development (ERD) program focused on meeting life and livelihood needs of refugee populations. The IRC livelihood programme activities will be implemented in various locations in the Northern and Beka’a Governorates. As part of this programme, the IRC is undertaking an Emergency Market Mapping and Analysis (EMMA) assessment of critical market systems in both the Beka’a and North governorates of Lebanon from 11 – 26 March. The IRC will be leading an assessment team that also includes participants from Save the Children, Oxfam, the Danish Refugee Council and other international and Lebanese non-governmental organizations. This assessment will be undertaken using the Emergency Market Mapping and Analysis (EMMA) Toolkit in order to understand how critical market systems have been affected in a crisis, with the objective of identifying appropriate programmatic responses to assist Lebanese and Syrian refugee families to earn a livelihood.
The IRC is recruiting energetic team members with an interest in humanitarian assistance to be a part of this assessment. 4 to 6 Assessment Enumerators will be hired for a period of 16 days to help conduct this EMMA assessment.
Scope of Work
Successful candidiates for the Assessment Enumerator position will participate in a 3-day training from 11-14 March 2013 in Beirut. The training will be followed by 10 days of data collection at field locations in the North or Beka’a and 3 days of analyzing the assessment data, preparing recommendations, and drafting a final assessment report. The 3-day training will introduce the EMMA methodology, the purpose of this assessment, and the techniques to be used for collecting market information and for conducting a thorough analysis of that data. The purpose of this assessment is to better understand how market systems have been affected by the influx of refugees in Lebanon, and to recommend the most appropriate programme options for assisting affected communities to continue to earn an income.
As a member of the EMMA assessment team, you will be assigned to a team of 4-5 people responsible for collecting and analyzing information for one market system being analyzed in this assessment. You will report to a team leader for your assessment team, and this team leader will provide overall technical guidance and will support you throughout the assessment. Previous experience in humanitarian assistance is not required, but experience conducting surveys or administering questionnaires is highly desired.
The training, team meetings, and reporting will be completed entirely in English. Questionnaires and data collection will be conducted in Arabic. Assessment Enumerators must be fluent in both Arabic and English. Assessment Enumerators will be required to travel to field locations in the North (including Akkar) and in Bekaa. Assessment Enumerators must be prepared for long working hours (including work during the evenings) and to work weekends during the assessment period.
Responsibilities
As a member of the team, you will be responsible for the following:
Actively participate in a 3-day training workshop to prepare for the market assessment and contribute to the development of questionnaires
Identify appropriate shopkeepers, businesses, employers, or other actors in the market system in the different geographic areas of focus for this assessment
Conduct key informant interviews and household interviews with shopkeepers, businesses, employers, or other key actors in the market systems to which your team is assigned.
Thoroughly understand what information needs to be collected, and to rapidly adapt interview questions to collect the necessary data to answer the research questions.
Complete daily debrief sessions with your team after completing data collection. These debrief sessions will include ongoing analysis of information and planning for the next day’s activities.
To prepare, together with your team, a market map, seasonal calendar, and a description of your critical market system.
To contribute to the analysis of information collected through questionnaires and interviews, and to use this analysis to answer the key research questions.
To contribute to the development of clear, concise, and feasible recommendations for responding to the livelihood needs of the target population affected by the refugee crisis.
To assist in writing a report summarizing your team’s findings, a description of the market system analyzed by your team, and a set of response recommendations.
To complete the data collection, analysis, and report-writing on schedule.
