Logistics Manager

Save the Children has been operating in Lebanon since 1999 and is recognized for its commitment to accountability, innovation and collaboration.  Save the Children currently implements programs in Child Protection, Education, CRC, Health and Nutrition, Food Security & Livelihood, Shelter, and Emergency Response throughout Lebanon.   Save the Children is seeking qualified candidates to fulfill the following positions, for its Lebanon Country Office, in the following locations Beirut: KEY AREAS OF ACCOUNTABILITY:   Strategic management Translate SCI Global Policies into an effective, responsive logistics structure inLebanon Coordinate all programmes’ logistics (operational programme delivery services) in line with Save the Children guidelines. Oversee the development of Save the Children’s logistics structure inLebanon– recruiting, training, forecasting of requirements and structuring of the team, work and priorities Close involvement in the development of new proposals, including conducting assessments, to ensure adequate logistics service provision throughout the response. Awareness and Support and strengthen country office procedures and policies as necessary for the effective management of the supply chain, vehicle fleets, communication systems, and the logistics components of the programme delivery. Ensure field logistics teams are equipped to operate independently whilst maintaining accountability Sensitisation of other teams to logistics work, requirements and identification of areas where improvements can be made and synergies found.   Supply chain management Centralise the programme supply chain by maintaining an effective order management system.  Ensure all procurement is compliant with appropriate Save the Children and donor regulations.  Ensure international and national importation and transportation of freight by land, sea and air is in line with programme budgets and needs, and that the most cost effective and reliable means are used for the timely delivery of supplies to projects. Ensure warehouses are maintained in line with the program / response requirements, monitor storage and issue of transit and centralised stocks, and tracking distributions. Ensure management of vehicle fleets is in line with appropriate standards; maintain effective allocation system and safe use of vehicles.   Asset Management Manage programme communication systems ensuring that all program locations have reliable means of voice and data communication as per security policy. Ensure a centralised Asset Register is maintained, that all programme assets are logged, issued with unique asset numbers and ID cards, and are tracked throughout the country.   Distributions Coordinate various distributions of humanitarian aid to beneficiaries. Advice staff involved on best practices, proactively plan for distribution activities, lead on actual distribution exercises and ensure they are conducted in an efficient and effective way. Liaise with programme and M&E teams to ensure audit trails correct information is recorded from purchase through to distribution and follow up.   Relationship management Liaise closely with the Finance Manager to ensure accountability, donor compliance, expenditure linked to proposals and grants, produce expenditure reports to assist the Finance team with forecasting, and manage logistic budgets in line with standard budget monitoring procedures. Liaise closely with the Operations Director to ensure the operations structure is equipped to implement programmes effectively, efficiently and accountably. Liaise closely with external actors including: Member logistics departments, SCI International Procurement Unit, Government, Logistics Cluster and other coordination mechanisms, UN and other agencies as necessary, and represent Save the Children professionally. On-going to support Field bases Comply with all relevant Save the Children policies and procedures with respect to child protection, health and safety, equal opportunities and other relevant policies. QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES Essential At least 5 years’ experience in logistics or operations management, preferably in the humanitarian sector. Minimum 3 years experience of working in the Humanitarian Sector. Strong knowledge of the following: procurement, supply chain, warehousing and stock control, transport & fleet management, and distributions. Proven ability to think strategically – maintaining control of details while at the same time analyzing the bigger picture. Ability to elaborate, analyse, interpret and implement technical policies, regulations, procedures and guidelines, and apply them practically. Experience of analysing and developing budgets in conjunction with programmes and finance Problem analysis and solving, decision making skills Strong leadership experience – ability to lead and develop a team that is constantly under pressure, including international staff. Ability to delegate. Strong capacity building experience – ability to train logistics and non logistics staff on the requirements and processes involved in logistics Good communication and influencing skills. Ability to effectively communicate with multi-level personnel as well as suppliers & services providers and their representatives. Fluency in written and spoken English and Arabic. Highly computer literate, particularly with Excel  Ability to work independently under minimum      supervision. Comfortable to work in tense situations and under pressure,      and in a multicultural environment Understanding and commitment to Save the Children      aims, values and principles.   Desirable Experience in security management Experience with communications equipment – HF, VHF, satellite communications.
