Senior Relief Monitoring & Accountability Officer

WORK CONTEXT / BACKGROUND:  Following the crisis inSyria, a large number of Refugees started to cross the Lebanese borders intoLebanon. WVL declared a CAT 2 Emergency with a National Office Response and started responding to the needs of the affected displaced Syrian population. Syrian Refugees inLebanonresided mostly with Lebanese Hosting families in the North and inBekaaValleybut have now increased and expanded all overLebanon. WVL has a range of interventions that aim to respond to the Syrian Refugees basic needs as well as those of the Lebanese hosting communities.    PURPOSE OF POSITION:   To contribute to enhancing the quality of the WVL Humanitarian Emergency Response programming through ensuring minimum quality standards are applied in monitoring and accountability measures.   MAJOR TASKS:  Monitoring of programs/projects Develop monitoring and reporting systems and tools with Response programme/project staff (including data collection methodology and tools, designing reporting forms, outlining monitoring responsibilities) Conduct project objective level monitoring Draft programme/project monitoring documents according to LEAP standards and other donor requirements Ensure quality, compliance, and timeliness of monitoring reports according to donor requirements   Develop and implement a Programme Accountability Framework for the WVL Humanitarian Emergency Response programme Develop frameworks, systems and tools for providing information to partners and beneficiaries, consulting with communities, promoting participation, and collecting and acting on feedback and complaints.      Capacity building Build capacities of programme/project level staff on programming cycle as well as Monitoring and Accountability tools and processes. This is done through formal trainings and ongoing/on-the-job training. Build capacities of programme/project local partners and communities on programming cycle as well as Monitoring and Accountability tools and processes   Knowledge Management Capture and share knowledge, experience, lessons learned and best practices with other relevant staff and community members Ensure systematic documentation of lessons learnt and recommendations from the Monitoring and Accountability processes inform the management team of promising practices and challenges and monitor application of recommendations. Serve as the focal person to capture and share Monitoring and Accountability documents by uploading them on the suggested Knowledge Management Systems   EDUCATION / SKILLS REQUIREMENTS:             Education University Bachelor degree in a field related to community development work preferably in fields such as sociology, international or political studies, humanitarian law, public health, population studies and others Masters degree in above related fields is preferred   Knowledge and Skills Excellent written English, with good command of spoken Arabic and English Critical thinking and analytical skills Research skills Interpersonal and communication Training and facilitation skills Organization and time management skills Ability to work effectively with teams and communities Ability to work effectively under pressure Computer literate with a high degree of proficiency and productivity   Experience Minimum 2 years in Relief and/or development Monitoring and Evaluation   Work Environment 40 % travel required 40 % desk job 20 % meetings  EMPLOYMENT TYPE: Contract Full Time (1 year) Qualified candidates are requested to send their CV to the following fax number or e-mail address: Fax number: 00 961 4 401982 E-mail address:          cv@worldvision.org.lb (Kindly state the title of the vacancy in the subject.)
