Monitoring & Reporting Officer   Location Beqaa Type of Appointment Contractor Deadline for Application 30 December 2012 Vacancy Announcement Number 937/2012 Department/Division Director’s Office - Protection Unit   MAIN RESPONSIBILITIES In accordance with established Agency policy and procedures, the Project Engineer is responsible for: (A)     Monitor and provide verbal and written reports on population flow ofPalestinerefugees from Syria (PRS) in Beqaa (B)     Conduct ad hoc interviews to gather information on service and assistance needs and protection concerns and provide on-the-spot direction to PRS seeking protection advice and humanitarian services from UNRWA and other service providers (C)     Coordinate with UNRWA staff to track, document and ensure adequate follow up and/or referral for PRS seeking protection advice (D)     Contribute to the development of referral mechanisms for PRS seeking assistance and services (E)     Ensure information on services provided by UNRWA and other service providers to PRS are disseminated internally and externally; (F)      Undertake mapping of protection actors in Beqaa area and identify gaps in protection assistance; (G)     Establish and reinforce referral pathways with other protection actors, and monitor to ensure referrals are followed up and adequate responses to protection concerns are met; (H)     In coordination with UNRWA Protection and Area staff ensure information on services provided by UNRWA and other service providers to PRS are disseminated clearly to UNRWA field staff in Beqaa area; (I)        Assist in the preparation of documents and information material, including legal advice, for PRS (J)       Represent UNRWA in protection working group meetings in Beqaa and other meetings with relevant stakeholders and act as UNRWA area focal point for the referral of protection activities; (K)     Assist in the design of forms, questionnaires and other written templates as required (L)      Perform other duties as required.   PERSONAL & PROFESSIONAL COMPETENCIES (A)   Academic and Professional A university degree or equivalent training in political science, sociology, law, international law/international studies and/or relations, public administration, journalism or related area   (B)   Experience i)        Minimum three years of relevant work experience in humanitarian affairs, inter-agency coordination or refugee/IDP affairs in a UN agency, international non-governmental organizations, or human rights organisation, including one year of Field experience. ii)      Demonstrated experience with protection issues in an emergency setting   (C)   Language Demonstrated oral and written fluency in Arabic and English is required   (D)   Skills and Competencies i)        A commitment to UN values of non-discrimination on the basis of race, gender, economic status, or religion ii)      Ability to remain calm in stressful situations iii)     Excellent interpersonal skills and ability to establish and maintain effective partnerships and work collaboratively with UNRWA staff, partners and local authorities to achieve common goals; iv)     Capable of working independently with minimum supervision v)       Excellent analytical skills underpinned by thorough understanding of protection principles and refugee law. vi)     Ability to identify humanitarian-related issues and proactively provide relevant and actionable information to Field Protection Officer vii)    Excellent written communication skills and ability to draft/edit a variety of reports, studies and other correspondence in English and Arabic; viii)  Articulate, politically aware while remaining impartial and discreet at all times. ix)    Ability to work flexible hours; x)      Proven computer literacy   DESIRABLE QUALIFICATION i)        Advanced degree in one of the academic disciplines mentioned above (Academic & Professional); ii)      Knowledge of UNRWA’s operations inLebanon. iii)     Experience of working withPalestinerefugees iv)     Experience of field reporting systems   CONDITIONS OF SERVICE Salary: Monthly salary (full package) USD $3,800.- Contract Duration: Five Months (Renewable depending on funding Availability)   EQUIVALENCY Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.   GENERAL INFORMATION UNRWA is an equal opportunity employer and welcomes applications equally from men and women.
