Finance Officer

The Finance officer mission is to manage and monitor the financial and budgetary aspects of the programme under the supervision and in collaboration with the Program Administrator in order to maintain a correct implementation of financial procedures leading to the programme development.   The Finance officer duties and responsibilities within HI mine action programme in North Lebanon Province are: Responsibility 1: Manage the cash-flow of the programme Make sure that everyone is respecting the procedures in place in the program (commitment of expenditure procedure, purchase procedure), Control the management of cash box and bank accounts (monitoring movements, reconciliation of balances, etc.), Control and validate the accounting tasks, the cash availability, and the monthly, mid-year and yearly closure, Responsible for the cash flow forecast planning and transmission, Liaise with Accounting department at HQ for a regular transmission of information related to cash flow and accounting management,   Responsibility 2: Manage of financial resources Responsible for drawing up the global budget, and for carrying out a regular reconciliation  between expenditure committed and the budget forecast, the budgetary framework being defined by the FPD in accordance with the programme objectives, Work on budget scenarios according to the needs and upon request of the line-manager Responsible of the budget follow up: donor and HI frame, Responsible of the monitoring of  Jobs, funds, Resources, and budgets into Navision software, Inform and train staff financial aspects (budgets, budget monitoring, etc.), Responsible for preparing the donor’s financial reports, Participate in financial audits preparation and facilitate exchanges of required financial documents in collaboration with HQ, Provide up-to-date analysis and required reports of the programme financial situation to the Program Administrator, Responsibility 3:  Communicate and Report to national authorities and HI HQ  Declare the VAT payments to the Ministry of Finance on time, and follow up on payments and reimbursements, Responsible of the preparing and reporting the annual budget to the Ministry of Finance and Ministry of Interiors. Coordinate with other HI directions in Lebanon for common declarations submission
