Chief Of Operations

The Chief of Operations is responsible for the overall management, planning, implementation and control of all Handicap International Technical Operations, Completion, and Quality Management procedures. He contributes to the strategic development of the programme, and provides input into project proposals and budgets.  The Chief of Operations duties and responsibilities within HI mine action programme in North Lebanon Province are: Responsibility 1: Conduct and supervise mine and ERW clearance operations at designated sites. Ensure demining operations are carried out in strict accordance with accredited Standard Operating Procedures (SOPs) + National Mine Action Standards. Liaise with appropriate LMAC personnel to assure continued adaptation of the SOPs to the evolving project situation. Regularly review operational methodologies to assure the most effective and productive use of human and material resources. Develop new and/or comply with existing clearance plans for tasks given by the LMAC. Organize and deploy operational assets in an efficient and effective manner. Carry out demolitions of mines/UXOs where applicable and as authorised by the LMAC. Responsibility 2: Ensure safety of operations Ensure the respect of all safety procedures linked to the operations. Conduct risk assessment to ensure safety of all operations. Conduct QC/QA, monitoring and evaluation of operational tasks to ensure safety and effectiveness Responsibility 3: Team management Provide training, advice and guidance to National Site Supervisor and Team Leaders with a view to improve their ability and readiness to participate effectively in team management and leadership and in operational direction. Supervise and control the work of the Ops Officer in terms of reporting and analysis of data (Including technical and qualitative community liaison data). Maintain morale and discipline within the teams. Carry out the training of national and international staff on operational aspects of the programme: security briefing, the programme’s standard operating procedures etc. according to the needs. Ensure the consultation and participation of everyone involved in the operational side of the programme Responsibility 4: Administrative and financial management of the operations  Draw up the budget estimate relative to operations and carry out the budget Follow up for operations on a monthly basis in coordination with the finance officer. Follow up and liaise with the HR officer on all HR issues related to the operational employees (holidays, leave, sickness etc.). Responsibility 5: Ensure proper filing and reporting of operational data Assure the filing and archiving of everyday operational documents Create and introduce procedures for conserving documents (guidelines, certificates, originals, contracts, user instructions) in order to capitalize on and preserve them.  Reporting (Daily, weekly and monthly basis) Responsibility 6: External Relations Liaison with appropriate LMAC personnel and other authorities to assure coordination and prioritization of possible task sites, as authorized by the Head of Mission. Report directly to the LMAC on any HI operational matter as requested by the Head of Mission. Act as technical and operational reference for the Head of Mission and accompany the Head of Mission in meetings with authorities/donors where technical matters are to be discussed. Brief LMAC, HI and other authorized visitors on project activities and progress as required. Deputize for the Head of Mission during his/her absence if required.
