UNRWA is by far the largest UN operation in theMiddle Eastwith over 29,000 staff. Most of the staff members are refugees themselves, working directly to benefit their communities – as teachers, doctors, nurses or social workers. Security & Safety Officer   Location Lebanon Field Office Type of Appointment Fixed Term – Three Years Deadline for Application 25 December 2012 Vacancy Announcement Number 78/2012 Grade 14 Department/Division Safety & Security Department   MAIN RESPONSIBILITIES In accordance with Agency policy and procedures, the incumbent:   (A)     Manages security systems and security support equipment; plans and organizes functions to ensure that guard services provided to UNRWA installations are of required standards; (B)     Prepares, coordinates and provides required safety and security briefings and training for all staff; is responsible for the overall training and operational/technical support of the guard force; (C)     Assists management in the development and implementation of overall security and safety standards, guidelines and standard operations procedures ( SOPs ) to ensure a minimum level of security and safety; (D)     Acts as Fire Marshal; trains, supports and monitors fire and safety measures in all installations, reports to Administration on condition of fire fighting equipment; ensures that evacuation drills are conducted periodically;  (E)     Prepares and administers or assists in the administration of security related budgets; advises management on the acquisition and inventory control of security related equipment; (F)      Conducts periodic compound/installation and Area staff specific Security Risk Assessments (SRA); ensures Minimum Operational Security Standard (MOSS) are in place, where required; assists Wardens in coordinating with United Nations Department Safety and Security (UNDSS); (G)     Monitors, collects and disseminates security and safety related information; is responsible for reporting on security matters to Headquarters (where applicable); (H)     Establishes and manages an effective communication system that includes  information on equipment and procedures; (I)        Responds to inquiries, as directed by Office of Field Director or Administration, into incidents related to security and safety breaches; (J)       Establishes and maintains effective working relationships with local security and safety authorities; (K)     Performs such other duties as may be assigned.   PERSONAL & PROFESSIONAL COMPETENCIES (A)   Academic and Professional A university degree preferably in security risk management, business administration, political/social science, international relations, or related fields plus training related to security and safety measures;    (B)  Experience At least four years of progressively responsible professional supervisory/ management experience, preferably (not essential) within the police, military, security industry, UN security management, I/NGO security management or a related management field;   (C)   Language         Very good command of spoken and written English and Arabic. (D)   Competencies (i)      Demonstrated organizational, supervisory and interpersonal skills; (ii)    Knowledge of security planning and management as it relates to installations, combined with good technical skills in safety matters and communication equipment; (iii)   Excellent interpersonal skills; ability to establish and maintain working relationships in a multi-cultural environment; (iv)   Proven ability to perform at the supervisory level with minimal direct supervision; (v)     Demonstrated planning and organizational skills; ability to work to deadlines, handle multiple concurrent activities, and prioritize; (vi)   Very good communication skills in both spoken and written English; ability to draft/edit a variety of written reports and other studies, and ability to articulate ideas in a clear and concise style; (vii)  Ability to identify clients’ needs and offer appropriate solutions; ability to  establish and maintain productive partnerships with clients; (viii)Good computer skills; ability to operate standard computer software used by the Agency.   DESIRABLE QUALIFICATIONS (i)      Practical working knowledge of UN administrative policies, procedures and systems; (ii)    In-depth knowledge of administrative principles and practices; (iii)   Formal training in security and safety measures.   ADDITIONAL INFORMATIONS (i)      Possession of a valid driving license; (ii)    Willingness to work beyond regular working hours.   CONDITIONS OF SERVICE Salary: Monthly basic salary L.L. 1,997,972.- Contract Duration: Fixed term-Three years Holidays: 30 days annual leave Dependency allowance: Dependent spouse: L.L 60,000 per month     Dependent child: L.L 33,000 per month Pension:  Provident Fund contribution   EQUIVALENCY Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.   RECRUITMENT PROCESS The Recruitment process is based on the Agency’s strategy to obtain the best qualified and suitable employees through a competitive recruitment process. After the deadline for receiving applications, all applications will be reviewed by the Human Resources Office and the Hiring Department.  Short-listed candidates who fully meet the required criteria shall undergo technical/practical tests and the candidates with the highest passing scores will then be invited to interview (see “Technical and Practical Tests Required” below). The final recommendation for selection is based on the test results, interview assessment, Agency priorities and needs and the candidates’ profiles.
