Human Resources & Administration Officer

Program Background: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. At work today in over 40 countries, the IRC aims to restore safety, dignity and hope to millions who are uprooted and struggling to endure. In response to the influx of Syrian refugees in Lebanon, the IRC is launching a multi-sectoral relief program in Lebanon.  The program will provide assistance to refugees and host communities in the North and Bekaa Valley through the delivery of protection programming for women and girls and livelihoods programming.  Position Overview   The Human Resources & Administration officer is responsible for managing human resources and administration for IRC in Lebanon. The HR & Admin Officer will report directly to the Head of Mission.   Responsbilites:   General: Leads the development of local HR policies and guidelines for the IRC Lebanon Office Liaises with all field offices on issues relating to HR and administrative services; liaise with the HR office in Jordan on operational issues as required. Manage employee relations issues including resolving conflicts and helping to create solutions to employee challenges Manage and promote employee understanding and adherence to personnel policies; Participate in review of policies and procedures, make recommendations. Liase with IRC Legal advisor in country to ensure compliance with local laws. Recruitment: Establishes and leads the standard recruiting and hiring practices and procedures necessary to recruit and hire a superior workforce. Maintain tracking system of the recruitment process and compile weekly report on recruitment.   On-Boarding: Manage staff induction process, ensuring that performance objectives are set and, and that post probation evaluation reviews are submitted on timely basis.   Performance Management, training and Development: Leads the implementation of the performance management system and staff development plans. Assists managers with the selection and contracting of external training programs. Assists with the development of and monitors the spending of the training budget. Maintains employee training records. Monitors and advises managers and supervisors in the progressive discipline system of the organisation. Monitors the implementation of a performance improvement process with non-performing employees.   Compensation & Benefits   Manages the organisation wage and salary structure Leads the development of benefit orientations and other benefits training for employees and their families. Maintain master leave database and ensure timely update of leave forms, in close coordination with field locations. Administration & Legal   Support implementation and continuous use of administrative tools and procedures devolved by HQ, ensuring compliance with IRC administrative standards and with local laws and regulations Manages the preparation and maintenance of such reports as are necessary to carry out the functions of the office. Prepares periodic reports for management, as necessary or requested, to track strategic goal accomplishment. Leads organisation compliance with all existing labor legal and government reporting requirements Maintain the confidentiality of all sensitive HR information at all times   Job Qualifications Minimum of 2-3 years of generalist HR skills/experience Minimum of 2-3 years of recruitment experience Experience developing and delivering orientation Proven and successful aptitude for employee relations Highly organized and adept at managing and improving systems and procedures University Degree in management, human resources, administration or related fields. Computer proficiency in Word, Excel, PowerPoint; knowledge of salary software and HR Information systems a plus Proven ability to plan  long-term, organize priorities and work under administrative and programmatic pressures INGO experience preferred. Strong written and oral English and Arabic communications skills Strong sense of personal integrity and commitment to confidentiality
