  PRESENTATION OF HANDICAP INTERNATIONAL Handicap International is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.   For more details on the association: http://www.handicap-international.org   Handicap International is composed of 3 operational divisions: Emergency Response Division (ERD) Mines Division Development Division   MISSION CONTEXT   The Emergency Response Division in Lebanon was created in April 2012.  The provision of support to health structure is provided directly by Handicap International physiotherapist and technical advisor.  The identification, assessment of the needs, referral and direct provision of services is done through 4 outreach teams (composed of one social worker as case manager and one physiotherapist) and trough 4 fixed points in the communities (in community centers to allow more efficiency reducing the time to reach the beneficiaries).   GLOBAL OBJECTIVE OF THE POSITION   Under the line management of Project Officer, the Physiotherapist is responsible for providing qualitative physical rehabilitation to the most vulnerable population affected by the Syrian crisis   WORK RELATIONSHIPS   Line manager: Deputy Program Manager Line manager+1: Program Manager In direct cooperation with: Social Worker   RESPONSIBILITIES & OBJECTIVES   Objective 1: Assessment of functional capacity of beneficiaries Activities/Main duties: Execute a rehabilitation assessment taking into account physical issues and in a close collaboration with other team members’ if needed Taking into account the beneficiaries’ needs and the internal guidelines, elaborate an appropriate action plan for the beneficiary and his caregiver (including provision of technical aids and specific items)   Objective 2: Provision of physical rehabilitation services Activities/Main duties:     The rehabilitation interventions will have to be based on the informed consent of the beneficiary and adapted to her/his essentials needs The intervention will have to take into account the limitations of the emergency responses The intervention has to be comprehensive for the beneficiary and his family/caregiver and in accordance with international rehabilitation standards. The intervention has to be based on the defined objectives of the rehabilitation activity as well as on the beneficiaries’ objectives The physiotherapist has to be able to detect any physiologic changes of beneficiary and will modify treatment consecutively or refer to relevant colleague or superior The physiotherapist has to prioritize the cases according their needs and their emergency The physiotherapist has to know and take into account contra-indications and precautions related to diverse illness, problems and medical treatments The physiotherapist has to use secure techniques when working with beneficiary The physiotherapist is responsible of the specific services provided to the beneficiary     Objective 3: Refer beneficiary to other services when needed Activities/Main duties: The physiotherapist has to be able to identify his/her own limits and ask for support before any acts that could cause harm to beneficiary The physiotherapist will refer beneficiaries to appropriate services through the adequate referral system in place Referrals will be discussed in team meetings and in close collaboration with others colleagues. The physiotherapist will have to recognize emergency situation or situations that need immediate medical care and react in consequence making efforts to ensure that beneficiary get the appropriate services   Objective 4: Team organization and reporting Activities/Main duties: Work in harmonic coordination with your team mate (a social worker) Organize the team workload through a precise weekly plan, maintaining balance between identification, assessment and service provision, beneficiaries’ needs and external commitments Timely inform your line manager of your weekly needs and produce the related documentation Complete an evolution note after each intervention done on a beneficiary Close follow-up of individual and familial cases to ensure a qualitative follow-up of all the beneficiaries Ensure internal standards and guidelines are respected Fill daily with precision the internal reporting tools (pack benef, weekly report, donation certificate) and any other reports to be made upon line manager request   Objective 5: To support the setting up of activities with the partners Activities/Main duties: Work in close cooperation with the Partnership Officer Provide technical advices and on the job training to partners’ members Provide a technical support to the partners to develop adapted activities for beneficiaries Ensure a proactive presence in the planning with the partner and during the activities Monitor the activities on a technical point of view   Objective 6: To demonstrate an ethic and professional practice Activities/Main duties Respect beneficiary confidentiality Respect and promote HI’s Policies and report to your line manager any no respect of HI’s policies amongst the teams or partners Address needs and requests in a professional way Report any incident or act that causes any harm to beneficiary or to others Always interact with children with the presence of their parents or caregivers Always respect a refusal of treatment.   Objective 7: Demonstrate willingness to improve professional competences and abilities to increase care quality Activities/Main duties Demonstrate motivation at work Demonstrate willingness to improve own knowledge and skills by participating actively in any training sessions, capacity building activities… Participate in the different activities that are common to all team members Respect each team member’s positions, work, and specialty Adapt to special situations or demands from supervisor (reporting, etc)     QUALIFICATION/ REQUIREMENTS   Educational Background and Working Experience Physical rehabilitation degree, master is an asset At least 2 years of professional experience in the related field Experience with NGO, preferably in emergency context   Professional Skills required Demonstrate good understanding of emergency and post emergency physical rehabilitation Understanding of a comprehensive approach on disability and vulnerability Demonstrated effective communication, analytical and problem solving skills Ability to relate to the target group (be approachable, shows empathy) Ability to propose workable solutions and identify their implications (positive and negative) adapted to beneficiaries’ needs   Personal skills required Strong interpersonal and intercultural skills Ability to work in a multicultural environment and in a multidisciplinary teamwork Ability to work under high pressure with a great level of personal organization Diplomacy sense Flexibility Team spirit   Languages English and Arabic mandatory (oral and written), French would be an asset   Computer Skills Good knowledge of Microsoft Office Programs, especially Excel, Word and Power Point.
