JOB TITLE:                           Field Manager (FM) DUTY STATION:                  Qubayat/Zahle respectivelyCONTRACT PERIOD:           1 year STARTING DATE:                1st January 2013             REPORTING TO:                  NRC Programme director with daily supervision by Programme/Projects Managers   1.            BACKGROUND   NRC opened its office in Lebanon in 2006, in response to the July 2006 war where it first began humanitarian operations with provision of shelter for the displaced Lebanese population in Southern Lebanon. Since, NRC has rapidly responded to needs and increased project activities to include shelter support to Palestinian refugee communities, non-formal education provision to refugees from Iraq, teacher training for school personnel in UNRWA supported schools and ICLA. Current project areas include:, Southern and North Lebanon and the Bekaa valley.   With a well established programme for Palestinian in Camps and gatherings in the South and North of the country, NRC has since June 2011 also emerged as one of the main actors within the response to the Syrian refugees in Lebanon.   In the process of reorganising and adjusting the presence to resources and needs, it has been decided to establish the function of Field Manager, one for each of the respective field offices, e.g. Akkar and Bekaa.     2.            ROLE, TASKS AND RESPONSIBILITIES   JOB PURPOSE The main objective for the Field Manager is to facilitate on a daily basis the execution of NRC’s activities in the designated geographical area. The NRC Programme Director and relevant Programme/Project Managers set the given objectives and framework for the area based on the NRC Country Strategy and Project Documents. The Field Manager shall attend to NRC’s interests in the designated field and, in coordination with the Programme Director, represent NRC at field level.   REPORTING TO The Field Manager formally reports to the Programme Director however with day-to-day assignment of technical activities from the relevant NRC Programme/Project Managers. The Field Manager is a member of the NRC Lebanon Management Team.   TASKS AND RESPONSIBILITIES   Project Development Reflecting the bulk of NRC’s operations in the designated area the Field Manager has the responsibility for, but not limited to: Reflecting the bulk of NRC’s operations in the designated area, hence responsible for; the development of strategies, concept papers and situation analysis, etc Develop and maintain close cooperation with the target group and local authorities Planning/supporting of programme/project assessments and evaluations in collaboration with Programme Managers at the Country Office level As member of the Country management Team, participate in overall planning and development of the NRC Country programme.   Project Management Technical supervision and management of the Project Coordinators is provided by the respective PMs/PjMs. The Field Manager, in coordination with Programme/Project Managers has the overall responsibility to ensure that NRC´s projects/activities in the area are managed in accordance with NRC´s policies and guidelines. This entails:   Ensuring quality implementation of projects within specified time frames according to project documents and in agreement with Programme/Projects Managers Ensuring optimal use of financial resources in the programme, incl. project budget adherence for agreed (with the relevant Programme/Project Managers) activities. Ensuring that all NRC systems for programme administration and financial management are implemented and adhered to at field level Regular project follow ups in the field Ensuring that systems for monitoring project activities are applied Preparation of required reports to the Programme Director, Programme/Projects managers donors, authorities, as well as quality control of project specific reports produced by NRC´s project personnel. Provide briefings about all NRC activities in the relevant geographic area and, in coordination with the Programme Director, accompany visitors on field visits.   Personnel Management The Field Manager has the overall responsibility to ensure that the NRC field office is managed in accordance with NRC´s personnel policies and guidelines. This entails: Management of staff who is reporting directly to the Field Manager Daily supervision of NRC project field staff who are technically managed by the relevant Programme/Project Manager. Establish a good working environment based on the NRC values Contribute to the decision making process for employment of local staff, coordinating with Country Office or Programme Support Manager according to the position to be recruited Ensuring optimal use of human resources, incl. promotion of team work and team spirit, securing adequate training of staff and promotion of talented staff Report to the Programme/Project Managers and FAM any violations of NRC’s Personnel policies and Code of Conduct   Project Coordination The Field Manager has the overall responsibility to ensure that NRC´s activities do not overlap with that of other organisations and that the interests of the beneficiaries are safeguarded in the field. This entails: Representing NRC in various forums at field level, including active participation in and promotion of coordinating bodies aimed at filling gaps and improve the assistance to the target group   Security The Field Manager, in coordination with the Country Security Focal Point and the Field Office Security Focal Point, has the overall responsibility for the safety and security of NRC personnel employed in the area. This entails: Ensuring that a Security Plan for the area is updated regularly, following the NRC format Ensuring that NRC staff adheres to NRC´s security rules and guidelines Cooperate with UN and other relevant/appropriate agencies for updates on security issues in the area   Other duties Assist with any other duties assigned by the supervisors, as and when required.       3.            ACHIEVEMENT INDICATORS Job execution is evaluated based on the following criteria: Level of results achieved, according to Country Strategies, Plan of Actions, Project Descriptions, Budgets Level of delivery according to deadlines and quality requirements Quality of personnel management: (staff assessment reports; staff performance appraisal; turn over) Ability to position NRC, network and coordinate with the external stakeholders General contribution: policy development, project development etc. Flexibility, willingness and ability to adjust to changes and new requirements Level of personal contribution in supporting colleagues, teambuilding and a healthy, positive and creative work environment The Field Manager as a role model for NRC (Does he/she adhere to the NRC values, the Code of Conduct, Security regulations etc.) Level of delegation and sharing of duties and responsibilities with the relative Finance Administration Officer and Field Coordinator in his/her area of operation.     4.            PROFILE OF PERSON   PROFESSIONAL BACKGROUND Minimum 5 years of experience in similar positions Proven management and project development experience Experience in administration and personnel management Solid experience of development of proposals and budgets Solid experience working in complex emergencies, including coordination with UN agencies Experience working with refugee/IDP related emergencies     ESSENTIAL SKILLS Significant understanding of complex emergencies and crisis contexts Political and cultural awareness Proven communication, interpersonal, representation, negotiation and leadership skills Proven team building capacities Fluency in English A thorough understanding of protection issues and experience with implementation of protection based projects Proven skills and experience in report writing   FORMAL EDUCATION Relevant education, preferably in management, political science or international development   PERSONAL QUALITIES Goal oriented Ability to work under pressure, independently and with limited supervision. Ability and willingness to work and live under difficult circumstances. Flexible and creative.   DESIRED SKILLS         Expertise within one or more of NRC’s core activities is an asset
