IRC Lebanon Job Description POSITION: Logistics Manager LOCATION: Beirut with travels within Lebanon DURATION: 9 Months REPORTS TO: Head of Mission MANAGE: Logistics Assistant assistant Program Background: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. At work today in over 40 countries, the IRC aims to restore safety, dignity and hope to millions who are uprooted and struggling to endure. In response to the influx of Syrian refugees in Lebanon, the IRC and Abaad is launching a multi-sectoral relief program in Lebanon.  The program will provide assistance to refugees and host communities in the North and Bekaa Valley through the delivery of protection programming for women and girls and livelihoods programming.   Position Overview   The Logistics Manager reports to the Head of Mission and is responsible for managing the Logistics department including day-to-day logistics and mid and long - terme planification and strategy. His/Her duties include, but are not limited to : procurement policy and management, security policies and management, warehousing, asset management, transportation and fleet management, management of IRC offices, program centers and guest houses, and IT services. He/She ensures the logistical needs of the programme are met and that all logistical activities are delivered efficiently, accurately and on-time. All activities are carried out in line with IRC policies and procedures.   Specific Responsbilites:   Collaborate and coordinate with Programs and Finance teams to ensure integrated and harmonized operational systems. Work with Field Offices, program managers and the Head of Mission to ensure effectiveness, countrywide uniformity of Logistics  structure and implementation of the IRC’s standard operating policies and procedures. Implement job and site specific trainings to ensure that staff possess the knowledge and skills commensurate with their responsibilities. Ensure all Operational services and systems are cost effective and efficient Liaise with HQ regarding ICT and ensure implementation of recommendations Monitor Logistics sections of budgets and track related expenditure. Follow up as necessary including timely information and budgetary comments regarding any realignment. Identify staffing and/or skill gaps and see that these gaps/needs are filled and support the recruitment of all Logistics staff. Ensure monthly Logistics reports are submitted. Review and follow up as necessary. Conduct monthly spot-checks of all Logistics departments Manage and supervise the Logistics assistant. Provide feedback on Logistics Staff through regular performance evaluations.   Job Requirements   Degree or professional certification in Logistics, Business Management or related field. At least 5 years progressive management and leadership experience. Experience working with International NGO At least 3 years experience managing a large multi-site Logistics operation, within an NGO setting. Fluency in Arabic and English, both written and spoken. Strong organizational, interpersonal and communication skills. Strong capacity to work independently. Strong computer competency with word processing, spreadsheets, and databases. Strong leadership qualities and willingness to exercise initiative. Ability to identify and communicate potential problems and propose solutions to the level of management and then effect change.
