JOB TITLE: WPE Response OfficerLOCATION: Northern and Beka’a GovernoratesSTART DATE: As soon as possibleFULLTIME/PARTIME: Full-timeDURATION: Initial probation period of 3 months, with extension up to a year based on performance BACKGROUND: The International Rescue Committee is an international organization specializing in emergency and humanitarian programming. In response to the influx of Syrian refugees in Lebanon, the IRC is starting a Women’s Protection and Empowerment (WPE) program, with program strategies implemented in various locations in the Northern and Beka’a Governorates. The WPE Response Officer is a key position in the WPE Program, ensuring the provision of comprehensive and appropriate support services available to vulnerable women and girls among the Syrian refugee populations, including survivors of gender-based violence (GBV). SCOPE OF WORK: The WPE Response Officer will oversee the case management and support services provided to GBV survivors. If relevant, the WPE Response Officer with train and supervise Case Workers to respond to cases of GBV and ensure effective case management Position objectives:Improved psychosocial service provision for survivors of gender-based violenceWho this position reports to:WPE Senior OfficerWPE Program Manager RESPONSIBILITIES:Grant Implementation· Develop and implement a series of age-appropriate and specialized group emotional services to be provided to vulnerable women and girls, with an emphasis on meeting the needs of survivors of GBV· Oversee provision of direct support and care for adult vulnerable women and girls (including survivors of gender-based violence), including counseling and basic case management. Case management services will include:o Assessment of needso Developing an action plano Implementing the plano Appropriate followingo Case closure (if and when appropriate)· Provide direct age-appropriate and specialized support and care for vulnerable adolescent and girl children (including survivors of GBV), including counseling and case management. Case manage services for survivors under the age of 18 will include the above steps of case management along with:o Best Interest Determination (BID)o Age appropriate engagement and decision-making by survivorso Do No Harm analysisGrant Monitoring & Reporting· Prepare and submit weekly, monthly and 3-month work plans in a timely manner and incorporate manager feedback.· Compile monthly report and submit to WPE Program Manager every month.· Ensure that all relevant financial documentation is completed accurately as required by IRC finance policy.Coordination & Representation· Support adherence to gender-based violence referral protocols· Assess gaps in GBV prevention and response services· Represent the IRC at GBV-related meetings as relevant· Maintain positive coordination and relationships with partner and other IRC sector staff.· Develop monthly outreach plan based on case trends and needs of women and girls.Training· Facilitate trainings and workshops for implementing partners, WPE and other IRC staff, informal and formal community structures, and any other identified groups.· Provide response-related trainings for all relevant sectors and community members.· Lead other GBV response capacity building trainingsMentorship/Supervision· Work with stakeholders to implement standard operating procedures and monitor referral pathway to ensure safe and confidential access to all WPE services.· Contribute to a positive team spirit among all IRC staff.· Provide mentoring and supervision to case workers and WPE Outreach team.Other· Ensure activities are done in accordance with IRC logistics policy and in a timely manner to ensure the successful implementation of programs· Other duties as assigned by the supervisor to enable and develop IRC programsProfessional Standards· All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.REQUIREMENTS:· Degree/ diploma in Social Work, Women’s Studies, or other related field· Counseling and training experience with a reputable organization, including 3-5 years of experience counseling survivors of abuse or violence.· Clear understanding of gender inequality, and issues surrounding violence against women and girls.· Ability to maintain confidentiality and respect for clients at all times is essential.· Ability to lead, train, supervise, facilitate and motivate other staff in their respective tasks in a professional, respectful and supportive manner.· Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, work overtime when necessary and be able to coordinate multiple tasks and maintain attention to detail.· Ability to work as a member of a team essential.· Computer literacy, including Microsoft Word and Excel.· Fluency in Arabic required.· Ability to communicate in English and write clear and concise reports in English strongly preferred. Travel and other requirements: Staff will be based in either the Beka’a or Northern Governorates, with sometravel required between the governorates and the main IRC office in Beirut.
