René Moawad Foundation under the USAID funded Program: Building Alliance for Local Advancement, Development, and Investment (BALADI), is currently seeking a Senior Technical Advisor.
Position Summary:
The principal role of the STA will be to ensure that the diverse activities supported under BALADI are technically sound and sustainable. The STA will provide strategic input to the overall design of BALADI activities, including the preparation of the annual work plan. S/he will be responsible for guiding municipalities and MDCs to different concepts/models of sustainable municipal economic development, promoting Municipal Development Committees that bring together municipal government, private businesses, community actors, and supporting institutions such as financial providers; identifying and introducing ways in which women and youth can be involved in municipal level economic and social development. In addition to the above duties, the STA will supervise field staff.
Essential responsibilities and duties:
- Providing direction and support to the program team in achieving set targets and objectives;
- Oversee and manage all field staff working for the program, including short or long-term consultants;
- Oversee and ensure quality implementation of partner organizations involved in the program;
- Oversee data collection and analysis system quality as well as timeliness of Program indicators reporting;
- Ensure that activities implementation is on track, including developing and implementing solutions as necessary;
- Prepare progress reports as required;
- Provide guidance to staff on all issues related to technical program implementation;
- Maintain effective communication and coordination with partners, municipalities and other stakeholders;
- Act as Deputy Program Director and participate in coordination committees as assigned.
- Other duties and responsibilities as assigned by the Program Director.
Experience required:
This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and sensitive environment.
- 10-15 year’s professional experience in implementing Municipal / development programs in Lebanon and/or MENA;
- Ability and willingness to travel locally as needed;
- Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently;
- Excellent time management skills and resourcefulness with strong attention to detail;
- Excellent interpersonal, communication, public speaking, and strategic planning skills required;
- Previous Project Management experience in development projects is required;
