Audio- visual Documentary - SDC Host Family support, Akkar, Northern Lebanon
Background:
According to UNHCR reports (August 2012), approximately 23’000 Syrian people are estimated being displaced in the under-developed Akkar region and Tripoli.
Most of the displaced in Lebanon will not return to Syria until stability and security is restored in their places of origin. Many individuals and families have been deeply traumatized by the events that caused them to flee.
Most of the displaced are hosted by Lebanese families. Less than 10% live in collective shelters like abandoned schools. Should the support provided by hosting families stop, displaced families would be on their own, become extremely vulnerable and could not cope with immediate needs (mainly shelter and food).
Lebanese families and communities themselves are struggling with additional charges, especially in housing. The hosting families offering refuge to Syrian families have started expressing difficulties in continuing to finance extra costs.
In addition, families in Akkar are paying the consequences of the Syrian crisis with considerable reduction in cross-border exchanges (labour and trading) between Lebanon and Syria. Therefore, hosting families and communities are particularly vulnerable from a socio-economical point of view. To date, very limited services have been provided to host families.
SDC has started a programme that aims towards the improvement of capacities and socio-economic conditions of approximately 500 individual families and 2 to 4 communities for hosting displaced due to the Syrian crisis in Akkar region, north of Lebanon, over a period of 10 months.
The programme consists of three components:
Payment of a contribution for hosting displaced
Financial support for host family household development activities
Financial support for community development projects
Objective:
An overview of objectives and of the process of the cash-assistance to host families in Northern Lebanon will be given through an audio-visual documentation. The documentary will reflect key steps of the 1st and 2nd component of the programme as well as the process of the community development projects.
Target audience:
SDC Cash community INGOs and NGOs working and interested in Cash Projects, SDC stakeholders.
Scope of work:
Design and produce an audio-visual documentation to give an overview on the process of the Host family support programme in Northern Lebanon.
Format: DVD, mpg online, IT-version for other languages
Length: 5 minutes
Language: English (Arabic subtitles, English subtitles respectively)
General provisions:
To produce the above listed item the following is required:
Development of a screenplay and eventually storyboard
Filming of relevant footage
Illustration/animation
Off-voice
Over voicing
Background music
Sound-mixing
Post-production
SDC will:
Brief on content of the documentary
Give the approval for the final script before production starts
Assist in identifying location and characters, resource people for interviews
Timeframe and planning:
The SDC Cash Project has started in August 2012. The first disbursement was carried out in September 2012. The last disbursement is planned for February 2013. All relevant scenes (host families, displaced, disbursements) can be produced in this period.

Specific:
The area of intervention of the SDC Project is located in the Syria bordering area of Wadi Khaled and Akroum, North-East Akkar, Lebanon. Production can be hampered by having limited access to filming locations (Army checkpoints) and due to security.
