Capacity Building Project Manager - Yemen

BackgroundThe Danish Refugee Council (DRC) has been implementing humanitarian activities in Yemen since 2008. Using a protection of human rights framework, DRC Yemen focuses mainly on assisting refugees and migrants from the Horn of Africa and on providing emergency assistance and livelihoods support to Yemenis who are affected by conflict in north, central and southern Yemen. Under a new proposed initiative, DRC expects to begin capacity building activities, in collaboration with other members on the International NGO Forum in Yemen, in support of local civil society organisations. PurposeThe CB Project Manager will supervise the implementation of capacity building activities for an estimated 60 local NGOs in up to 5 different locations in Yemen: Aden; Sana’a; Taiz; Hodeida and Haradh.   Key Responsibilities Lead the development and adaptation of training messages, curricula and methodologies  to the Yemeni context; Assist in the identification and selection of trainers, both local and international; Assist in the selection of LNGO and LNGO staff participants, in consultation with other stakeholders Supervise logistical arrangements for training: venue selection; transportation, meals and accommodation; Ensure that appropriate training evaluation tools are developed and properly used; Ensure that all participating LNGOs are visited at least twice over six months to assess usefulness and effectiveness of training; Monitor project expenses to ensure they are in line with approved budget(s) and that financial transactions are conducted according to donor and DRC policies; Prepare regular progress reports and presentations, as needed, for the INGO Forum and other stakeholders; Ensure the safe implementation of CB activities through the application of DRC security procedures and monitoring of security issues/concerns in all project locations; Support the DRC Country Director in the preparation of new concept notes and proposals for complementary funding; Other tasks, as required by the Country Director. Reporting ArrangementsThe Capacity Building Project Manager will report to the Country Director. ConditionsAvailability:     1 September 2012 Duty station: Sana’a is a non-family duty station. DRC will provide accommodation of moderate standard. As insecurity levels in Yemen are currently quite high, DRC security procedures may require shared housing, limitations of personal movement and other restrictions.   Contract: Six months contract with possibility of extension. Salary and other terms are in accordance with the Danish Refugee Council’s Terms of Employment for Field Recruited Expatriates recruited by the Horn of Africa (HOA) Regional Office in Nairobi. GeneralCommitments: DRC has a Humanitarian Accountability Framework, outlining its global accountability committments.
