Deputy Programme Manager  As of today, according to UNHCR reports (04.05.2012), 13’405 Syrian people are estimated being displaced in the under-developed Akkar region and Tripoli. Most of the displaced in Lebanon are unwilling to return to Syria until stability and security is restored in their places of origin. Many individuals and families have been deeply traumatized by the events that caused them to flee. It was estimated that most displaced are hosted by Lebanese families. Less than 10% live in collective shelters (abandoned schools). Should the support provided by hosting families stop, displaced families would be on their own, become extremely vulnerable and could not cope with immediate needs (mainly shelter and food). Lebanese families and communities themselves are struggling with additional charges, especially in housing. The hosting families, initially spontaneously offering refuge to Syrian families, have started expressing difficulties in continuing to finance extra costs. In addition, families in Akkar are paying the consequences of the Syrian crisis with considerable reduction in cross-border exchanges (labour and trading) between Lebanon and Syria. Therefore, hosting families and communities are particularly vulnerable from a socio-economical point of view. To date, very limited services have been provided to host families. The Deputy Programme Manager will participate in the implementation of a Cash Support Programme for families and communities hosting displaced Syrians in the north of Lebanon.   Objectives of the Programme  The aim of the Cash Support Programme implemented by Mada Association in cooperation with the Swiss Agency for Development and Cooperation is to improve capacities and socio-economic conditions of approximately 500 individual families and 2-4 communities for hosting displaced Syrians in Akkar region, north of Lebanon, over a period of 10 months. Expected start of the programme is June 2012. The Deputy Programme Manager assists the SDC Programme Manager for the planning, development, implementation, monitoring and supervision of the SDC Cash Programme in Qobeiyat project office (PO). The Deputy Programme Manager supports the administrative, financial and personnel management of the Field Office.  Main work interfaces ü  Internal interfaces -          Personnel management -          Field Officer -          Administrative and Finance Officer -          Accountant -          Etc. ü  External interfaces -          Other non-governmental organizations, INGO -          Local authorities -          Beneficiaries -          Etc. Mission 1: PROJECT MANAGEMENT  ü  Support the supervision and management of SDC Cash Programme in Qobeiyat Project Office (PO) ü  Define programme objectives, results expected and deadlines ü  Participate in the management and follow up the general log frame of the projects ü  In close coordination with the Programme Manager, take the necessary decisions according to the different projects priorities ü  If necessary, contribute to the identification and selection of local partners for the implementation of activities of the project ü  Assure the timely and complete implementation of projects as per developed activity calendar (preparation and continuous updating of working calendars) ü  Support the implementation of all regular administrative tasks related to project management (preparation of contracts, data collection and documentation, etc.) ü  Contribute to the timely production of interim and final activity reports (narrative and financial) ü  Oversee the timely organization of audit reports in close coordination with the Administrative Officer ü  Managing communication of the project: awareness within community, PR, and coordination support for the video documentary throughout the project.  Mission 2: ADMINISTRATIVE MANAGEMENT  ü  Supports the supervision of the projects budget, in coordination with the Administrator Officer and Programme Manager ü  Oversee the timely and accurate expenditures as per developed in the project budget (monitoring expenses, foresee necessary budget modifications, related communication with funding agencies) ü  Follow up on monthly basis the expenditures of the projects ü  Ensure that all expenses related to the projects met with donors requirements ü  Ensure and negotiate with donors the necessary amount of cash flow in order to cover the projects expenses ü  Support the supervision of administrative management of finance and accounting, logistics, IT, etc. ü  To ensure adherence of Project Office to SDC instructions, rules and regulations  Mission 3: HUMAN RESOURCES MANAGEMENT ü  Supervision of the projects human resources, in coordination with the administrative Officer and Programme Manager ü  Contribute to the identification, and recruitment of the necessary personnel to implement the projects  Mission 4: COORDINATION ü  Participating in the coordination bodies and playing an active role where appropriate. ü  Coordination with local and national  actors relationship (such as federations, municipalities, ministries, institutions, NGOs), essentially on technical aspects   Work environment ü  The SCO Beirut internal regulations as per the operational manual and others are to be respected at all times.  ü  Working language is English. ü  Duty station is Qobeiyat, Akkar   Education and knowledge required  ü  Higher education (through a degree and/or equivalent professional experience) in economics, social sciences, management or other discipline related to the profile. ü  At least 5 years field experience of implementing and developing projects, including experience of team management (financial and budgetary procedures, organization, planning, reporting, implementation of the project cycle, etc.) ü  Experience working in Akkar ü  Experience working with international and local NGOs ü  Good communication and conflict management skills ü  Experience with data bases ü  Experience with donor agency is a plus ü  Language: Arabic and English mandatory   Skills required ü  Information processing ü  Decision-making ü  Anticipation ü  Organisation ü  Management ü  Implication ü  Initiative ü  Adaptability ü  Relations ü  Teamwork
